Purpose of Job
The purpose of this job is to maintain current and accurate accounting records. Duties and responsibilities include, but are not limited to, ensuring compliance with Generally Accepted Accounting Principles (GAAP) and federal, state, and unified government policies and procedures, and performing additional tasks as assigned.
Job Related Requirements Work Schedule: Monday-Friday, 8:00 am until 5:00 pm. Occasional evening work may be required. May be required to work on religious holidays. Regular and predictable attendance is required. Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Minimum Training & Experience Required to Perform Essential Job Functions
Bachelor's degree in accounting or financial management with two years of accounting experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position. Must possess a valid driver's license.
Essential Duties, Responsibilities Essential Duties and Responsibilities The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Maintains current and accurate balance of the general ledger; analyzes accounts for the nature and accuracy of transactions and prepares journal entries. Maintains accounting records: prepares and records journal entries, prepares financial statements, and maintains schedules of cash and investments. Assists in making investment and cash management decisions; processes paperwork through modem; accesses daily account balances and processes wire transfers; records all transactions. Posts all grant account transactions and requests reimbursements from federal and state agencies; maintains a schedule of all federal and state grants. Prepares monthly and annual statements of revenue and expenditures for inclusion in management reports. Prepares special reports and financial analyses at the request of management. Provides technical assistance to other departments by setting up or proposing improvements to their SPLOST project financial management procedures. Monitors trust and agency transactions and prepares for audit. Assists internal and external auditors by preparing work papers and schedules and analyzing account balances. Implements internal audit findings relating to fixed assets; monitors accounting and regulatory requirements; prepares schedule of collateral coverage. Monitors revenues and expenditures of federal and state grants; maintains schedules.
Monitors letters of credit and cash bonds for developers and contractors.
Reviews bank reconciliations.
Performs clerical duties, such as copying documents, typing, etc.
Performs other duties as required. Knowledge, Skills and Abilities Knowledge of the policies, procedures, and activities of the SPLOST program as they pertain to the performance of duties relating to the position of the Accountant. Knowledge of the terminology used within the program. Knowledge of reports such as daily account balance reports and tax reports, financial statements, balance sheets, bank reconciliation's, and procedures and methods as required in the performance of duties. Knowledge of: GAAP, unified government computerized financial management system, unified government fixed assets accounting system, and relevant federal, state and local laws, ordinances, and grant requirements. Skill in the use of various software packages. Skill in the use of computers, fax machines, typewriters, and other office equipment. Ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to departmental and/or governmental regulations. Ability to communicate effectively with supervisors and other staff members. Ability to use independent judgment in routine and non-routine situations. Ability to handle required mathematical calculations. Ability to utilize and understand computer applications and techniques as necessary in the completion of daily assignments. Ability to plan, organize and/or prioritize daily assignments and work activities. Ability to comprehend and apply regulations and procedures of the department.
