The primary purpose of this position is to serve as historian at multi-faceted Air Force wing that services rapidly evolving high-tech and/or administrative units and tenants that can include joint and allied military agencies.
Organizational location of this position is: 480th Intelligence, Surveillance and Reconnaissance (ISR) Wing, (Air Combat Command) Joint Base Langley-Eustis, VA.

DUTY 1 - Conducts research and writes wing history. Obtains pertinent data from all available documentary sources by consulting key wing and tenant personnel.
DUTY 2 - Serves as authoritative advisor, responds to queries, and conducts outreach.
DUTY 3 - Creates special studies, presents lectures, participates in seminars, and publishes annual heritage pamphlet and develops unit heritage projects.
DUTY 4 - Participates in wartime and contingency operations; deploys to contingency locations. When deployed, collects and safeguards documents concerning contingency operations.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
- Employee must attend and successfully complete the Civilian Historian Orientation Course within 6 months of hiring action. Employee must attend and complete the Historian Contingency Course within 18 months of hiring action
- Position will include training in carrying and use of firearms because incumbent can be deployed to contingency locations and participate in wartime and contingency operations where and when there may be a requirement to carry firearms

- Incumbent will exhibit professionalism, diplomacy and tact in daily interactions, high pressure situations and while interacting with high ranking foreign and U.S. officials.
- Employees and family members requiring medical/dental care in the overseas location are responsible for obtaining/paying for care. Access for these members to military medical/dental treatment facilities is on space-available/reimbursable basis only.

- This position is Emergency-Essential (E-E). The duty of the employee is to provide immediate and continuing support for combat operations or to support maintenance and repair of combat essential systems of the armed forces.
- All E-E employees must perform E-E duties during a crisis or after noncombatants evacuate. Failing to perform assigned E-E duties may result in disciplinary action against the incumbent up to and including removal from the Federal Service
Qualifications This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.
BASIC QUALIFICATIONS : A bachelor's degree in history or a related field such as social sciences or humanities that included at least 18 semester hours in history from an accredited college or university (Note: Graduate study in the social sciences or humanities may be credited towards meeting this requirement when such study included training in historical research methodology; or the thesis approached the subject from an historical viewpoint and used professional historical research methodology and techniques in its preparation.)

OR A combination of education and experience in courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in response A above, plus appropriate quality of experience or additional college-level education.

SPECIALIZED EXPERIENCE : Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Professional knowledge of history concepts and techniques and available sources, methods, and techniques of historical research in the collection, evaluation, analysis, and presentation of historical facts. Knowledge of Air Force history and current operations, policies, programs, and activities, especially as they apply to the wing and its mission. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
OR EDUCATION: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements.
OR COMBINATION OF EDUCATION AND EXPERIENCE: Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The "paragraph B" method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of professional historical principles, projects, concepts, research techniques and sources, and methodology
2. Knowledge of history programs and current operations, policies, programs, and activities, especially as they apply to a large complex installation or center and its mission.
3. Knowledge of history program policies and practices to perform organizational research, research planning and support, research projects, research design, and military research.
4. Knowledge of effective techniques required to conduct oral history interviews and research.
5. Ability to plan detailed and complex studies; anticipate and solve problems; and to collect, organize, and interrelate large amounts of diversely formatted data drawn from a wide variety of sources.
6. Ability to critically evaluate sources of information and establish validity of historical facts.
ADDITIONAL CONDITIONS OF EMPLOYMENT: - Position will require the employee to work under adverse environmental and physical conditions such as operating in a high threat area; limited medical facilities; limited environmental controls (heating and air conditioning); living in tents; little or no privacy; limited shower and latrine facilities.
- Employee may be required to travel on military and commercial aircraft. Work will require frequent long-term CONUS and OCONUS travel away from normal duty station.
- A pre-employment physical examination is required. Selectee must meet requirements specified on SF88, Certificate of Medical Examination for position at overseas/deployed locations.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
