Fiscal Officer II The City of Alexandria’s Department of Community and Human Services seeks a Fiscal Officer II to oversee budget operations for the Economic Support Center, Alexandria Fund for Human Services, and Center for Operations. General Statement of Duties The Fiscal Officer II will work under minimal supervision to execute the approved budget, assist in developing budgets, monitor expenditures and revenues, and perform analytical work involving managing, forecasting, and explaining the budget estimates. The role includes developing fund requirements to support operating programs and managing various grants. Examples of Duties Execute the approved budget, exercising program controls over obligations and expenditures, and assist the Centers in developing budgets and monitoring expenditures and revenues. Review, analyze, edit, and consolidate budget estimates of assigned programs, ensuring accuracy and consistency, and examine the impact of policy changes on program funding. Plan and participate in budget preparation and mid‑year budget revisions, including submissions of contract agencies, monitor fiscal conditions, and approve payment vouchers, wire transfers, purchase requisitions, deposits, and warrants. Conduct budgetary and financial analyses of actual budget data, determine variances, and recommend solutions for budget issues such as reductions, increases, and alternate funding methods; conduct meetings with Program Managers and Division Directors. Develop monthly projections, process journal vouchers for expenditures and revenue, prepare grant application budget sections, administer grants, and prepare and submit financial reports to grantors; approve expenditures charged against grant or contract accounts and assist in negotiating contract amounts. Manage and perform regular analysis and reconciliation of revenue and cost accounts, prepare external and internal monthly/quarterly financial reports, track reimbursement requests, ensure compliance with GAAFR, and develop policies and procedures for finance unit compliance. Conduct State and City annual year‑end closeout for special revenue accounts, serve as liaison for auditing programs, and supervise staff workflow for financial reporting and internal control adherence. Research and analyze accounting reports/records, review transactions posted to the accounting system, manage LASER, CSA, and Lease reports, approve payroll and checks, and work with Procurement on RFPs and purchase requisitions; analyze encumbrances, purchase orders, and requisitions in the MUNIS financial system; request and manage new organizational cost accounts for new grants. Minimum Qualifications Bachelor’s degree in accounting, finance, business, public administration, or a related field. Experience supervising staff, including professional accountants, or equivalent training and experience providing required knowledge, skills and abilities. Considerable knowledge of auditing standards, public administration, and/or regulatory compliance. Considerable knowledge of social services reporting systems and software. Skill in the use of personal computers, including spreadsheet applications and statistical packages. Demonstrated ability to supervise or manage work directly or through subordinate staff. Demonstrated ability to organize work and meet critical deadlines. Good knowledge of modern principles and practices of public budgeting, government accounting, and grant administration. Preferred Qualifications Four‑year college degree. Considerable experience in public administration, public financial planning, public budgeting, government accounting, electronic data processing, procurement contracting, and personnel management. Extensive experience in Excel. Some experience with Munis or a similar financial system.
