Environmental Engineer - HSE Advisor

The CRC HSE (Health, Safety & Environment) Team is seeking an Environmental Engineer – HSE Advisor to support our operations. This position can be based at a CRC operational office in Kern County, California. The role provides environmental engineering and HSE support, with primary accountability for preparing, reviewing, signing, and sealing Spill Prevention, Control, and Countermeasure (SPCC) Plans and supporting air quality compliance under federal, state, and San Joaquin Valley Air Pollution Control District (SJVAPCD) requirements.The base annual salary for this posted position is reasonably expected to range from $125K - $175K, with a target annual bonus of 15% of base salary and eligibility to participate in our long-term incentive program. Individual pay decisions are based on several factors, including education, experience level and relevant industry experience. Benefits Include: Medical, Dental, Vision, 401k with Match, Paid holidays, FSA, HSA.This individual will help CRC achieve the following goals:Protect people and the environment through practical, field-based engineering solutions.Integrate environmental requirements into Operations, Maintenance, Projects, and Well Operations.Build effective relationships with regulators and internal stakeholders.Responsibilities: SPCC and Spill PreventionPrepare, review, update, sign, and seal SPCC Plans in accordance with 40 CFR Part 112 and applicable California professional engineering requirements.Exercise independent professional judgment and certify SPCC Plans after appropriate site review, evaluation of facility design and operating procedures, and verification that required spill-prevention measures are adequately addressed.Evaluate SPCC applicability, facility boundaries, oil storage and transfer systems, secondary containment, drainage controls, loading/unloading areas, inspections, testing, and response procedures.Develop and maintain facility diagrams, engineering calculations, equipment inventories, inspection requirements, and technical documentation supporting SPCC Plans.Complete required five-year SPCC reviews and prepare amendments following material changes, regulatory changes, or identified deficiencies; track corrective actions through closure.Provide engineering support for spill prevention projects, integrity concerns, containment design, release response, agency notifications, and post-event corrective actions.Air Quality ComplianceProvide day-to-day compliance support for SJVAPCD permits and rules, with specific focus on Title V/Federally Mandated Operating Permits under District Rule 2520.Prepare and coordinate Title V permit applications, renewals, significant and minor modifications, administrative amendments, and responses to agency requests for information.Interpret permit conditions and regulatory requirements and translate them into clear, equipment-specific monitoring, recordkeeping, testing, reporting, and operating requirements for field personnel.Support Title V annual compliance certifications, semiannual monitoring reports, deviation and breakdown reporting, emissions inventories, and other recurring regulatory submittals.Evaluate new equipment and operational changes for SJVAPCD permitting applicability, including Authority to Construct and Permit to Operate requirements, New Source Review, Best Available Control Technology, emission offsets, and prohibitory-rule compliance, as applicable.Develop and review criteria-pollutant and hazardous-air-pollutant emission calculations, potential-to-emit evaluations, permit-condition demonstrations, and regulatory applicability analyses.Coordinate source testing, startup inspections, agency inspections, compliance audits, and corrective actions; maintain accurate and audit-ready supporting records.Maintain working knowledge of related U.S. EPA, California Air Resources Board, and California climate and air regulations that affect CRC operations, and evaluate their interaction with SJVAPCD permits and Title V obligationsOperational and Regulatory SupportPartner with Operations, Maintenance, Engineering, Projects, Well Operations, and HSE personnel to integrate environmental and safety requirements into design, management of change, construction, startup, operation, and decommissioning activities.Conduct HSE field inspections and compliance assessments, identify gaps and emerging risks, develop practical corrective actions, and verify timely closure.Serve as a technical liaison with U.S. EPA, SJVAPCD, California Air Resources Board, Cal OSHA, and other regulatory agencies during permitting, inspections, audits, and enforcement-related inquiries.Develop procedures, guidance, training, reports, and presentations that clearly communicate environmental and safety requirements, and compliance strategies to field personnel and leadership.Monitor regulatory and rulemaking developments; assess operational impacts, support comments and advocacy activities, and communicate changes to affected stakeholders.Support internal and external audits, incident investigations, emergency response, and environmental reporting, and participate in an on-call rotation as assigned.Spend approximately 20-40% of work time in the field and travel to remote operating locations, as business needs require.Perform other HSE duties as assignedRequired Qualifications: Bachelor's degree in environmental, civil, chemical, mechanical, petroleum, or a related engineering discipline from an accredited institution.Current California Professional Engineer license, active and in good standing, in a discipline appropriate to the work; demonstrated ability and willingness to independently prepare, review, sign, and certify SPCC Plans within the engineer's area of competence.Three or more years of environmental engineering or compliance experience in the oil and gas, energy, chemical, manufacturing, or another highly regulated industry, including at least two years of California experience.Demonstrated working knowledge of 40 CFR Part 112 SPCC requirements, including facility applicability, secondary containment, inspections, plan amendments, and PE certification responsibilities.Demonstrated working knowledge of California air quality compliance, including Title V operating permits and SJVAPCD permitting processes, permit conditions, rules, and recurring compliance obligations.Ability to prepare and review engineering calculations, regulatory applicability determinations, permit applications, compliance reports, and technically defensible documentation.Strong written and verbal communication skills and the ability to translate complex regulatory and engineering requirements into practical direction for field personnel and management.Strong analytical, critical-thinking, organization, and time-management skills, with the ability to manage multiple priorities and meet regulatory deadlines.Ability to work independently, exercise sound professional judgment, collaborate across functions, and respectfully challenge assumptions when compliance or engineering integrity is at risk.Proficiency with Microsoft Word, Excel, PowerPoint, and SharePoint or equivalent document-management systems.Valid driver's license, acceptable driving record, and ability to travel to field locations, including early-morning or after-hours response when necessary.Preferred Qualifications:Experience supporting upstream oil and gas production, gathering, processing, steam generation, or related San Joaquin Valley operations.Direct experience managing complex SJVAPCD Title V permits, permit modifications, compliance certifications, deviation reporting, emissions inventories, source testing, or enforcement responses.Experience with air permitting software, emissions databases, geographic information systems, and environmental compliance management systems.Professional certification such as Certified Hazardous Materials Manager (CHMM), Qualified Environmental Professional (QEP), or equivalent.Training in Incident Command System, HAZWOPER, and spill or emergency response.Job SummaryRequisition Number: ENVIR001303Job Category: Health Safety and EnvironSchedule: Full-Time
