[Please indicate the exam and your list number or comparable title on your resume.] NYC Parks is an award-winning city agency that designs, builds, and preserves public spaces for New Yorkers to connect, play and enjoy. The Citywide Services division is an interdisciplinary team who works directly with Parks leadership, to ensure operational excellence at Agency facilities. Through the Divisions integrated approach, we assess, plan and implement facility improvement projects that improve Agency service delivery, while being a leader towards greenhouse gas emission reduction.Major Responsibilities - Under direction of the Citywide Chief of Operations, with wide latitude to exercise independent judgment and decisions, support the management, operations and coordination of the Facility Operations section within Citywide Technical Services.
- Lead a multi-disciplinary team of engineers, planners and administrative staff towards the successful management of Parks Mechanical, Electrical, and Plumbing (MEP) assets.
- Administer the operating budget and purchasing actions for the Facility Operations section within Citywide Services.
- Formulate and execute long-term goals to ensure effective delivery of services.
- Identify process gaps and develop policy, standard operating procedures and performance metrics that support efficient delivery of services.
- Collaborate with the Citywide Chief of Operations to identify new funding needs, gather supporting data and prepare justification for submission to Parks leadership and subsequently, the Office of Management and Budget.
- Supervise coordination with agency partners and stakeholders to ensure that expectations and outcomes are clear and documented.
- Collaborate with Central Purchasing to develop contracts that better serve the needs of Parks' facilities maintenance.
- Standardize preventative maintenance procedures, document activity and analyze results to aid asset management decision making.
- Execute and refine the facility mechanical system inspection program.
- Collect and document existing facility mechanical equipment information into databases.
- Develop and implement technical training of Parks staff for mechanical systems.
- Communicate with the Chief of Operations towards the prioritization of Citywide Facility Operations projects.
- Work with Team Directors to prioritize staff assignments.
- Monitor projects progress and communicate/coordinate with supporting work units to ensure the timely completion of multiple projects within their respective budgets and schedules.
- Consult and coordinate with Parks Capital Division on standard designs for new construction.
- Maintain inventory of the existing automated building management systems (BMS) to ensure proper utilization.
- Coordinate with DCAS to identify and fund greenhouse gas emission reduction projects.
- Work closely with the Agency Chief Decarbonization Officer and Citywide Services Energy Manager. Work Location: TBD How to Apply: Go to cityjobs.nyc.gov and search for Job ID# 797708. Qualifications
1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
2. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. However, all candidates must possess a four-year high school diploma or its educational
equivalent approved by a State’s Department of Education or a recognized accrediting organization and two years of full-time experience in a broad administrative or policy-making capacity with responsibilities as described in "1" above.
