Senior Program Manager - Signals Intelligence (SIGINT) Programs

Senior Program Manager Applied Signal Technology (AST), a wholly owned subsidiary of RTX/Collins Aerospace, provides advanced signals intelligence solutions to the U.S. and its partners. The Tactical Exploitation Division (TED) is seeking a Senior Program Manager to lead a broad portfolio of SIGINT programs totaling approximately $20 million annually. Location Onsite positions may be based out of Dulles, VA; San Jose, CA; Salt Lake City, UT; Anaheim Hills, CA; or Annapolis Junction, MD. What You Will Do Lead program planning, execution, financial management, and reporting across a portfolio of SIGINT programs. Manage the full product life cycle, from concept development and requirements definition through production, fielding, and sustainment. Serve as primary customer interface for programmatic and technical matters, ensuring clear communication, alignment of expectations, and rapid issue resolution. Partner closely with engineering, supply chain, operations, and mission assurance organizations to ensure on‑time, on‑budget delivery of all contractual commitments. Proactively identify risks, develop mitigation strategies, and maintain execution discipline across all efforts. Lead proposal efforts, including development of technical solutions, cost estimates, and program schedules for new and follow‑on business. Drive continuous improvement, operational rigor, and execution predictability across the program portfolio. Mentor and guide junior program managers and project leads. May travel up to 25%. Qualifications You Must Have Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 10 years of prior relevant experience. Active and transferable U.S. government issued Top Secret SCI (TS/SCI) security clearance required prior to start date. 10+ years of experience managing complex defense, intelligence, or aerospace programs. Proven success leading multi‑disciplinary teams in a matrixed environment. Experience managing programs that include hardware, software, and system integration elements. Strong customer‑facing skills and experience working directly with government acquisition and technical counterparts. Demonstrated financial acumen, including EVMS, program baselining, and forecasting. Qualifications We Prefer Bachelor’s degree in engineering, science, business, or related field; advanced degree preferred. Background in SIGINT, EW, RF systems, ISR, or related technical domains. Experience with high‑urgency Quick Reaction Capabilities (QRC) or rapid prototyping environments. Familiarity with Collins/RTX program management processes, tools, and gate reviews.
