Business Systems Analyst

Description The Digital Modernization Sector has a career opportunity for a Business Systems Analyst supporting the Global Solutions Management – Operations II (GSM‑O II) contract at DISA. This contract includes the Operations, Sustainment, Maintenance, Repair, and Defense of the Defense Information System Network (DISN) within the DOD Information Network (DODIN) in support of the Defense Information Systems Agency (DISA). It also includes support to other key tasks for DISA, including the transformation of DISA’s operational mission through innovation, and support to DISA’s mission partners. Candidate must be able to support a hybrid onsite/offsite schedule at Fort Meade, Scott AFB, SATX DISA facility, or Hill AFB, and at a minimum, a Secret clearance is required upon the start of employment. The Business Analyst will work directly with customers to capture business and user requirements and communicate those requirements to the team. This role will define detailed stories and epics, with applicable acceptance criteria in collaboration with product owners, Subject Matter Experts (SMEs), and development teams where the candidate will facilitate meetings with internal technical and operational teams. In addition, this role will be responsible for authoring content and peer reviewing a wide array of documents, including functional, technical, training as well as planning and roadmaps. Primary Responsibilities Elicit, analyze, communicate, and validate requirements for business processes, accurately translating them into functional and technical requirements for the development team. Crafting and generating data sets and visualizations as necessary, leveraging best practices to enhance reporting and analytics quality. Perform various data-related tasks such as extraction, scrubbing, and transformation, along with maintaining metadata and data dictionaries. Assist in pinpointing data issues, implementing data fixes, performing manual extracts, etc. Track, monitor and update user stories directly in the Atlassian Jira tool. Identify the ‘As‑Is’ process and work with the Product Owner, SMEs, and developers to create the ‘To‑Be’ process. Establish governance and lifecycle management processes for all relevant data domains. Conduct focus groups to generate in-depth qualitative data. Analyze focus group data in conjunction with survey findings to derive comprehensive insights. Direct, manage, and mentor junior team members to foster professional growth and ensure project success. Execute engineering activities, requirements analysis, requirements traceability matrix, implementation planning, third‑party coordination, integration and test, documentation, deployment, and system assessment. Assume ultimate accountability for the accuracy of all pertinent data, executing any necessary data updates endorsed by leadership. Collaborate and partner with relevant business processes and digital solutions to ensure alignment with strategic roadmaps and seamless integration of existing data domains and business processes. Develop, document, and communicate the purpose of all relevant data attributes, definitions, and acceptable values to stakeholders, ensuring organizational alignment and understanding. Design, implement, and operate necessary business processes to monitor data health, swiftly identify and remediate data health issues, and visually manage performance metrics across management levels. Conduct stakeholder training as needed and participate in data governance forums as required. Collaborate with developers on designing and developing integrations that can integrate Master Data with other systems. Implement and work with AWS and ServiceNow. Work in an agile environment with cross‑functional teams. Work independently and in a team environment with limited direction to complete work assignments accurately and on time, prioritizing multiple requests for competing projects and day‑to‑day customer support. Participate in User Acceptance testing and recommend improvements. Be comfortable working in a dynamic Agile environment. Basic Qualifications U.S. Citizenship. Active DoD Secret clearance. Ability to commute to Scott AFB, IL, Ft. Meade, MD, SATX DISA facility, or Ogden, UT for hybrid onsite/offsite support. Bachelor’s Degree with 12–15 years of relevant experience or master’s with 10–13 years of prior relevant experience. Additional years of work experience in lieu of degree is acceptable. Ability to work effectively across multidisciplinary teams. Proficiency in Microsoft PowerPoint, Word, and Excel. Maintain requirements traceability for software systems (RVTM). In‑depth knowledge of data modeling, data architecture, and data warehousing. Successful and demonstrated experience with Agile methodologies (Scrum). Preferred Qualifications Exposure to ServiceNow applications like Telecommunication Management System (TSM), Telecommunications Network Inventory (TNI), Order Management Telecommunications (OMT) modules, etc. Experience with JIRA, Git and Confluence. Understanding of ITIL foundation or ITIL certified. AWS cloud and ServiceNow certifications. Bachelor’s degree in a technical field such as System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline. Experience working with large software systems including hardware integration and test. Experience working with multidisciplinary technical development teams. Experience using SAFe as the agile development methodology. Experience moving from a legacy application to a new application. Experience applying test automation, test‑driven development, continuous integration, and continuous deployment to achieve built‑in quality by the team. Experience using Kanban to improve flow on support teams. Experience with DevOps/DevSecOps and CI/CD implementation. Pay Range Pay Range $116,350.00 – $210,325.00.
