Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & MRTFB in DoD to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The Watervliet Arsenal is an Army-owned and -operated manufacturing center located in New York. It is the oldest, continuously active arsenal in the United States having begun operations in 1813.

Duties

Help

• Develops, coordinates, and maintains logistics support policies, procedures, and directives which document methods, techniques, programs, plans and processes.
• Assists with comprehensive evaluation and assessment of personnel role competencies, logistics concepts, programs, and directives pertaining to WVA missions and in identifying required changes or modification of functional business processes.
• Analyzes problems, gathers information, tests alternative approaches, recommends solutions and monitors effectiveness.
• Assists with specialist projects to include status communications, training/coaching, collaboration and coordination within and between TACOM deployment sites.
• Provides support to managers throughout the organization to ensure all areas are properly coordinated and integrated.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Note: Each grade has different qualifications, which must be met in order to be considered for that grade.

For the GS-09 Level: To qualify, your resume must reflect at least one year of specialized experience which includes (1) Supporting a logistics program (e.g., planning, coordinating, developing); (2) Providing guidance on supply and maintenance processes; and (3) Utilizing automated system(s). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Accounting, Supply Management, etc. Note: You must attach a copy of your transcripts.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Note: You must attach a copy of your transcripts.

For the GS-11 Level: To qualify, your resume must reflect at least one year of specialized experience which includes (1) Analyzing and evaluating requirements for an enterprise system that supports business processes, information flows, reporting, and/or data analytics in an organization, such as: Logistics Modernization Program (LMP); (2) Applying knowledge of supply and/or maintenance operations in order to provide logistical support; and (3) Preparing reports for logistical briefings. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Accounting, Supply Management, etc. Note: You must attach a copy of your transcripts.

OR

Combination of Education and Experience : A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Note: You must attach a copy of your transcripts.
