If you answered "yes" to the questions above, we want you to join our team as a Policy, Performance and Research Analyst at the Clackamas County Juvenile Department. If selected as the Policy, Performance and Research Analyst, the most critical components of your job will be to conduct program and research analysis, workflow and data system management, analyze and compile data and report outcomes. In this role you will provide comprehensive professional analysis, forecasting, planning and assistance to support business operations, and project management and guidance on complex studies. You will have an opportunity to examine and evaluate organizational structures, administrative policies and management systems to determine the most effective methods of accomplishing work or implementing changes. You will play a critical role that, while broad in scope, requires professional expertise and understanding of complexities of the department, cross-divisional or cross-functional projects, initiatives and operations. You will be able to apply your critical thinking skills when conducting studies that typically contain findings of major significance to the department and often serve as the basis for new or considerably revised policies, systems, procedures or programs, which impact quality and of operations and services. Required Minimum Qualifications/Transferrable Skills:* * A minimum of five (5) years of relevant experience, including the following: * Experience planning and conducting comprehensive research studies * Experience with policy and data analysis * Program evaluation experience, including evaluating program goals, objectives, and performance measures, and providing recommendations for improvements based on findings * Experience preparing reports based on data analysis, research findings, and forecasting trends * Experience in working with grant applications, writing, reporting, meeting designated goals * Skilled in descriptive and predictive analyses, with a substantial knowledge of analytic software * Knowledgeable in management data reporting strategies and platforms, and has insight into key performance indicators suitable for juvenile justice to measure success * Experienced in guiding project work and supporting multiple projects at once * Organized and detail oriented * Strong interpersonal skills that translate into all of the following: * Strong verbal and written communication skills, including ability to speak publicly and to explain and present complex, technical information to individuals with various levels of technical knowledge and skills * Ability to work well independently, as well as having a collaborative, team-oriented approach to work * Ability to handle a wide range of situations and circumstances effectively, positively, and professionally and to maintain effective working relationships both internally and externally * Strong analytical skills * Effective problem-solving skills * Strong active/reflective listening skills Preferred Qualifications/Transferrable Skills:* * Master's degree from an accredited college or university in Public Administration, Human Services, Social Work, Psychology, Criminal Justice or a closely related field * Working knowledge of Juvenile Justice Information System (JJIS) * Working knowledge of Business Intelligence Systems (BIS) reports and dashboards * Working knowledge of and/or experience with the Juvenile Justice System in the State of Oregon * Thorough knowledge of evidence-based interventions/practices in the Juvenile Justice System * Knowledge and experience of utilizing various tools and evaluation methods in best practices in juvenile justice research, such as information and data provided by the Office of Juvenile Justice and Delinquency Prevention (OJJDP) * Experience with research design, evaluating organizational structures, compiling data and reporting outcomes * Experience researching and evaluating fiscal effectiveness of agency contracts * Experience designing continuous quality assurance standards, performance standards and processes for collecting, monitoring and using data * Experience and/or training in the area of data visualization, as well as building and deploying dashboards and/or visualizations, such as Power BI or, or similar software applications. * Intermediate proficiency in Microsoft Excel, including ability to create and maintain spreadsheets/databases, update and revise existing spreadsheet/databases, create and conduct queries in databases, and importing and exporting information. TYPICAL TASKS Duties may include but are not limited to the following: Plans, identifies and conducts comprehensive research studies in the field of juvenile justice and operational improvement projects to analyze effectiveness of department policies, programs, services, systems and operating procedures; determines appropriate methods of approach and analysis, including involvement of internal staff and collaboration with stakeholders; develops scope and timelines, including identifying and utilizing resources and mitigating difficulties; establishes criteria to identify and measure quality effectiveness and compliance; designs, collects and may oversee collection of data, conducts data analysis and quality reviews. Evaluates, organizes and reports findings, and forecasts trends; identifies and recommends options or solutions and their associated benefits or impacts; researches and incorporates current best practices and research in juvenile justice, and emerging trends, prepares comprehensive reports and presentations, including submissions/reporting to outside agencies; presents information to department leadership/executive management. Develops, recommends and audits department performance measures; evaluates performance in relation to department/division goals and budget; conducts quality and compliance audits to assist management with performance management; supports business planning efforts by providing recommendations on organizational improvement methods; leads and facilitates planning meetings with cross-functional and interdisciplinary teams to identify organizational improvements; assists in business planning process to identify major outcomes, cost of service, customer needs and ways to measure effectiveness, efficiency and general performance; supports department staff in in documenting work flow and business processes, applying principles of continuous improvement, and integrating performance information into organizational decision processes. Recommends changes to policies and operational systems to improve quality, contractual and/or regulatory compliance, and revenue performance or to mitigate operational risk; develops, writes or revises policies and procedures; provides implementation options; develops/recommends methods to improve operations; develops processes for system organizational improvement. Assists with creating, developing, managing and maintaining complex relational databases, builds and deploys dashboards and other data visualizations. Evaluates workflows and system capabilities to identify areas for strategic improvement. Reviews system upgrades for impact on existing business processes and recommends training. Coordinates work performed by consultants and/or internal department project team staff conducting studies or surveys of organizations, programs, systems and methods, develops and organizes project scope and timelines; recommends project budget, assists with developing the statement of work; manages project steps and incorporates effective participation of project team members and stakeholders; provides organizational support, research materials; monitors and tracks budget, schedule and performance; coordinates project activities with department work groups and with stakeholders; monitors and evaluates performance; recommends changes to project plan in response to unforeseen changes or unexpected results; obtains approvals to proposed changes in project scope, budget, or schedule; verifies quality of project deliverables. Analyzes legislation and administrative rules, pending or proposed changes that significantly impact department operations and services. Analyzes the impact of legislation on data systems, operations and procedures to assure compliance with statutes rules and regulations. May lead the work of assigned professional and administrative staff; provides daily work direction; assigns work; trains employees; checks completed work and ensures completion within established time and budget guidelines. WORK SCHEDULE This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.
