Job Description Job Overview This position provides strategic data analysis and recommendations to directors and senior leadership, influencing decisions related to budgets, purchases, revenues, projects, and contracts. Key responsibilities include managing vehicle and equipment lifecycle planning, forecasting budgets and Fleet labor/fee rates, overseeing preventive maintenance scheduling, identifying process improvements, coordinating customer Fleet Focus meetings, and managing fleet telematics. The role also plays a major part in fleet asset procurement and replacement, including developing vehicle and equipment specifications, forecasting replacement budgets, coordinating acquisition and onboarding of new assets, overseeing titling and property control, and managing the disposal of vehicles through auctions Salary Minimum: $82,804.80- $107,646.24/ yearly Core Competencies

- Supervises operation, maintenance, and management of an advanced Fleet Management Information System, including but not limited to: Asset Works M5.
- Reviews bid specifications for new vehicle and equipment purchases to ensure Department, County, State, Department of Transportation and National Fire Protection Association rules, regulations and requirements are met for the scheduled annual replacement/procurement.
- Provides oversight in the development, maintaining, and managing a large Fleet budget to include preparing and approving quotes and estimates, approving purchase orders, reviewing and approving invoices for payment, and ensuring the department complies with County purchasing procedures. Monitors the Vehicle Replacement Fund to ensure budgetary projections.
- Provides policy development and compliance of various fleet related programs to include the Fleet Management Information System, vehicle licensing, vehicle titling, procurement, bid procedures, rate models, performance goals, and service level agreements. Policy development for County Administrative Directives, Memorandums, and Standard Operating Procedures.
- Monitors the Vehicle Replacement Operating Fund to ensure budgetary projections for the scheduled annual replacement/procurement of vehicles and equipment. Provides yearly reconciliations for vehicle replacements.
- Manages and sets performance goals, ensures compliance and improves operational processes in support of diverse Fleet related disciplines to ensure strong customer service to County customers.
- Serves as department representative on task forces and committees to include emergency management, safety, energy management and sustainability, others as required.
- Provide supervisory performance evaluation and guidance, as well as the training and assistance needed to ensure effective and timely completion of assignments.
- Assesses staffing needs and identifies shortfalls; participates in interviews, recruiting, hiring, evaluating, and discipline practices.
- Perform other related duties as assigned.
- Sedentary Work -Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
- Majority of work is performed indoors (office environment) with some outdoor functions involving asset inspection (deliveries or surplus review) and customer requests.
- Walking or climbing stairs. Minimal lifting, pushing or pulling.
- Bachelor's degree in business administration, Business Management, General Management, Computer Science; AND
- Two years of experience in fleet operations, fleet information systems, budgeting, and/or vehicle life-cycle costing experience in a government fleet organization of at least 500 vehicles, one of which must have been in a supervisory capacity.; OR
- An equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below. (For education and experience only, does not include legally required Licenses or Certifications.)
- Critical Thinking : Work is broad in scope covering one or more complicated areas. A high degree of analytic ability and inductive thinking is required to devise new, non-standard approaches to highly intricate, technically complex problems.
- Decision Making: position functions as a subject matter expert and is expected to have the technical and educational competence required to make and support highly complex decision and/or recommendations.
- C ommunication : Requires regular contacts with internal department staff, external partners, and staff throughout the organization. Must have the ability to concisely articulate very complex data into easy-to-understand information, reporting and issues to department leadership to address issues, mitigate risks and make strategic decisions.
- Strategic Planning : Responsibilities include assisting with the development of plans and supporting information, reports and documentation that will used to make decisions that having significant organizational and customer impact.
- Managerial/Operational Skills : Responsible for managing multiple functions; authority to deliver efficient and effective results. Must have the ability to plan, direct and control projects, and resources.
- Leadership : Highly developed leadership skills are a must to be successful. As a significant portion of this work is high level with broad organizational and customer impact -taking a leadership role in assembling information to manage projects through coordination, collaboration and evaluation is necessary to develop optimal solutions.
- Analytical Ability : The ability to recommend and make decisions for complex problems using a high level of judgment and interpersonal relationship skills.
- Managing Complexity : Manages complex changes that impact multiple stakeholders such as customers, the department, and conflicting priorities and needs.
- Knowledge in the principles and practices of leadership and management of diverse fields related to fleet operations, information systems, budgeting and vehicle life- cycle costing.
- Knowledge in the use of reference and on-line resources to research appropriate repairs, maintenance solutions, parts, and service pricing.
- Knowledge of county, state and federal guidelines governing procedures for procurement, administration, budget, and safety.
- Skill in verbal and written communication of mechanical or technical information to non-technical customers.
- Ability to prepare and maintain files and reports.
- Skill in reviewing and improving processes in order to create new approaches and procedures to meet internal and external customer requirements.
- Ability to prioritize assignments, as they relate to customer needs and deadlines.
- Ability to serve and represent Hillsborough County and the Fleet Management Department with courtesy and professionalism.
- Knowledge of vehicle maintenance and repair practices.
