End Client: Frederick County Maryland Job Title: Strategic Planning Consultant Duration: Initial: 1 Year then four optional annual renewals Location: Frederick County, Maryland (Onsite + Hybrid) Ceipal ID: SMD_PM700_SN Job Code : RFP #26-700 Responsibilities: Design and facilitate inclusive strategic planning and goal-setting processes. Conduct environmental scans, stakeholder engagement, and organizational assessments. Analyze trends, needs, risks, capabilities, and strategic options. Develop mission, vision, priorities, objectives, initiatives, and performance measures. Align leadership and employee perspectives around achievable outcomes. Create implementation roadmaps with owners, timelines, resources, and dependencies. Develop governance and progress-reporting approaches. Facilitate periodic reviews and recommend strategy adjustments. Required Qualifications Bachelor's degree in Public Administration, Business, Planning, Economics, or a related field. 8+ years of strategic planning, public-sector consulting, facilitation, or organizational strategy experience. Demonstrated experience leading multi-stakeholder planning engagements. Strong research, analysis, facilitation, and executive writing skills. Ability to connect strategy to measurable implementation and accountability. Preferred Qualifications Master's degree or certification in planning, facilitation, project management, or change management. Local government, workforce development, or economic development experience. Experience incorporating inclusive perspectives into policy and planning. #J-18808-Ljbffr V Group Inc.
