Position Summary The Human Resources Manager will oversee all HR functions, ensuring compliance with federal, state, and regulatory requirements while supporting the organization's workforce and culture. This role will serve as a strategic partner to leadership, driving HR initiatives across recruitment, compliance, employee relations, and organizational development. HR Managers play a critical role in coordinating workforce operations, ensuring compliance, and supporting both daily operations and long-term organizational goals. Location: Phoenix, AZ Position Type: Full-Time Key Responsibilities HR Operations & Compliance: Ensure compliance with all applicable federal, state, and regulatory requirements (ADHS, AHCCCS, Joint Commission), maintain audit‑ready employee and contractor files, develop, implement, and update HR policies and procedures, conduct internal HR audits and compliance checks. Recruitment & Onboarding: Lead full‑cycle recruitment (job postings, interviews, hiring, onboarding), manage background checks, credentialing, and onboarding documentation, collaborate with department leaders on staffing needs. Employee Relations: Serve as the primary point of contact for employee concerns and investigations, manage disciplinary actions, performance management, and terminations, foster a positive and compliant workplace culture. Compensation & Benefits: Administer payroll processes, benefits, and compensation structures, support open enrollment and benefits communication, ensure alignment with company policies and legal requirements. Training & Compliance Programs: Oversee required trainings (Relias, HIPAA, CPR, TB screening, etc.), ensure staff meet all licensing and credentialing requirements, support leadership in workforce development strategies. Strategic HR Leadership: Partner with executive leadership on workforce planning, develop retention strategies and employee engagement initiatives, align HR practices with organizational goals. Qualifications Required: Bachelor's degree in Human Resources, Business Administration, or related field. Minimum 3–5 years of HR experience, preferably in healthcare or behavioral health. Strong knowledge of Arizona labor laws, HR compliance and regulatory standards, payroll and benefits administration, and experience managing employee relations and investigations. Preferred: Experience in behavioral health or substance use treatment settings, knowledge of Joint Commission (JCAHO), ADHS, and AHCCCS requirements, HR certification (PHR, SHRM‑CP, or equivalent).
