As Maryland's fastest-growing county, our commitment to meeting the housing needs of our community has never been more important.Exempt; full-time; 40 hours per week; Monday - Friday; 8:00 a.m. - 4:30 p.m.; full benefitsThis professional position is responsible for planning, directing, and managing affordable housing developments undertaken by the Frederick County Division of Housing and its developer partners, as well as overseeing development, redevelopment, and preservation policies and programs resulting from the Housing Strategic Plan. The position requires maintaining strong relationships with key stakeholders, including county divisions, regulatory agencies, developers, consultants, and contractors. With a high level of autonomy, the individual must exercise sound judgment while providing regular updates to the Division Director, ensuring strategic planning, regulatory compliance, partnership management, and project execution aligned with affordable housing initiatives. The following is what you can expect in your first year as a full-time benefited Frederick County Government employee.Essential Duties and Job ResponsibilitiesOversee the planning, development, acquisition, design, and construction of low- and moderate-income housing, along with associated community facilities, to ensure implementation and regulatory complianceManage efforts to acquire land or existing developments, conduct project feasibility studies; prepare and submit development and land use planning actions, select and supervise consultants, and design and implement solicitation processes in accordance with county procurement to support affordable housing initiativesDirect the design and construction of housing developments and select community facilities, overseeing the preparation of plans and specifications, project schedules, cost estimates, bidding and contract awards, development partnerships, and construction management activities including change orders and dispute resolution to ensure timely and efficient project completionEstablish and implement underwriting procedures in alignment with DOH, federal, state, and lender/investor requirements, ensuring compliance across all transactionsEvaluate affordable housing development project applications to the County's developer incentive programs to determine program eligibility, feasibility and overall financial soundness of the project to guide County's decision to invest in the projectRepresent DOH and regularly participate in the due diligence and financial closing process for affordable housing projects supported by the CountyManage assets for real estate finance projects, ensuring compliance with auditing and reporting requirements set by HUD, the Maryland Department of Housing and Community Development (DHCD), the county, private lenders, tax credit investors, and other regulatory agenciesReview and track progress payments, project costs and design or construction change orders, requests for information (RFIs), potential change orders (PCOs)Support DOH's mission to preserve, expand, and enhance affordable housing opportunities in Frederick County by strengthening capacity; advocate for the integration of affordable housing objectives into decision-making processes across planning and development disciplines, including transportation, zoning, revitalization, land development, and economic developmentAct as the primary liaison with the county's Capital Improvement Program (CIP), working to identify opportunities for affordable housing with county facilities; advance the expansion and preservation of affordable housing through the CIP processAssist in the coordination and execution of land-use recommendations and affordable housing development of the Frederick County Housing Strategic PlanCompose and prepare professional correspondence, memorandums, and other written work related to review of plans and specificationsPerform other related duties as assignedTo perform this job successfully, an employee must be able to perform all essential functions satisfactorily.
