Senior PeopleSoft Hcm Functional-Technical Lead

Supporting the CAPPS HR/Payroll (PeopleSoft HCM 9.2) statewide ERP platform. Responsible for functional configuration, production support, security, reporting, ACA compliance, agency support, incident management, project delivery, and cross-functional coordination across multiple Texas state agencies. Serve as the functional and technical SME for CAPPS HR/Payroll (PeopleSoft HCM 9.2). Support Workforce Administration, Payroll, Position Management, Time & Labor, Commitment Accounting, Security, and Recruiting modules. Perform functional design, configuration, testing, implementation, and production support activities. Create and review Functional Design Documents (FDDs). Configure job codes, positions, departments, compensation structures, workflow (AWE), and PeopleSoft delivered features. Support and maintain PeopleSoft security, row-level security, and multi-tenant environments. Manage ACA compliance activities including 1095-C reporting, IRS filing requirements, and electronic submissions. Develop and support reporting solutions using PS Query, SAP Business Objects, BI Publisher, and SQL. Support integrations using Integration Broker, REST/SOAP services, and related technologies. Gather business requirements, perform UAT/regression testing, and coordinate system enhancements. Provide Tier 2 production support, troubleshoot incidents, and participate in Major Incident Management (P1/P2). Participate in Disaster Recovery testing, system upgrades, audits, and SOC-1 compliance activities. Deliver training, executive presentations, and cross-training to agencies and internal staff. Ensure compliance with WCAG 2.1 accessibility standards and ITIL service management practices.
