Position Overview

SEI is seeking an experienced, highly organized, and hands-on Senior Estimator /Preconstruction Manager to prepare complete, accurate, and competitive construction bids.

This is an execution-focused position for someone who enjoys performing the actual work of estimating and preconstruction, not simply supervising it. The ideal candidate is resourceful, detail-oriented, responsive, and capable of managing a substantial pipeline of active bids without sacrificing accuracy, organization, or deadlines.

The position will support two primary project types:

·         National multi-site construction programs involving repeatable scopes, standardized processes, and consistent execution across multiple markets.

·         Rich Global development projects involving unique scopes, local market research, contractor sourcing, competitive bidding, cost analysis, and aggressive value engineering.

Success in this role will be measured by the accuracy and completeness of estimates, strength of subcontractor coverage, effectiveness of bid leveling and value engineering, organization of the active bid pipeline, and quality of the final turnover to operations.

Key Responsibilities

Estimating and Bid Preparation

·     Review plans, specifications, scopes of work, addenda, and other bid documents.

·     Prepare complete and accurate estimates for commercial construction and development projects, including build-to-suit, gray-box, white-box, tenant-improvement, renovation, and landlord- and tenant-responsibility scopes.

·     Perform quantity takeoffs and develop detailed cost breakdowns.

·     Assemble comprehensive bid packages addressing all required trades, scopes, exclusions, qualifications, and customer requirements.

·     Identify missing information, scope gaps, conflicts, risks, and potential cost exposures before submission.

·     Maintain organized supporting documentation, assumptions, pricing, and bid histories.

·     Ensure bids are accurate, professionally presented, and submitted on time.

Subcontractor and Vendor Solicitation

·     Identify and source qualified local subcontractors and vendors in markets across the United States.

·     Develop strong trade coverage by obtaining multiple competitive bids for each applicable scope.

·     Clearly communicate project requirements and follow up aggressively to secure timely proposals.

·     Build and maintain a reliable national database of subcontractors, vendors, pricing, and market information.

·     Evaluate subcontractor qualifications, responsiveness, capacity, and scope compliance.

Active Bid Pipeline Management

·      Maintain and manage the active bid pipeline from initial opportunity through submission, clarification, award, or closure.

·      Track bid invitations, due dates, subcontractor coverage, outstanding pricing, addenda, clarifications, and internal review requirements.

·      Prioritize opportunities and coordinate estimating activities to ensure deadlines are met.

·      Maintain accurate bid-status reporting and communicate risks, gaps, and required decisions to leadership.

·      Preserve organized bid files, pricing histories, assumptions, exclusions, and supporting documentation.

·      Follow up on submitted bids and document customer feedback, award decisions, and lessons learned.

Operations Turnover

·      Conduct a complete and organized turnover of awarded projects to the operations team.

·      Provide finalized scopes, budgets, subcontractor proposals, assumptions, exclusions, allowances, alternates, clarifications, and identified project risks.

·      Clearly communicate how the estimate was assembled and identify any items requiring continued verification or negotiation.

·      Confirm that operations understands subcontractor coverage, customer commitments, schedule considerations, and scope responsibilities before project execution begins.

·      Support post-award scope reconciliation and subcontractor buyout when necessary.

·      Compare estimated costs with awarded and actual project results to improve future estimates.

Bid Leveling and Scope Analysis

·     Level and compare subcontractor proposals to ensure consistent scope coverage.

·     Identify exclusions, overlaps, inconsistencies, incomplete scopes, and pricing anomalies.

·     Prepare clear bid-comparison reports and recommendations for internal review.

·     Clarify subcontractor proposals and resolve scope questions before finalizing estimates.

·     Verify that all trades and project requirements are properly accounted for.

Value Engineering and Cost Management

·     Identify practical value-engineering opportunities that reduce costs without compromising project requirements, quality, or performance.

·     Recommend alternative materials, systems, construction methods, phasing strategies, and subcontractor approaches.

·     Use competitive bidding and market research to establish reliable pricing.

·     Analyze cost drivers and challenge pricing when it is inconsistent with market conditions.

·     Work closely with project, development, and leadership teams to improve project feasibility and profitability.

·     Track estimated costs against awarded contracts and actual project results to improve future estimates.

National Multi-Site Programs

·     Develop repeatable estimating procedures and pricing templates for recurring national programs.

·     Apply consistent standards across multiple locations while accounting for regional labor, material, permitting, and logistical differences.

·     Manage a high volume of similar bids with exceptional organization and accuracy.

·     Identify opportunities to improve speed and efficiency while maintaining quality control.

·     Maintain current prototype pricing, scope standards, subcontractor coverage, and historical cost data.

Development Projects

·     Build estimates for unique projects beginning with limited information or a preliminary concept.

·     Source qualified local contractors and create meaningful competition in unfamiliar markets.

·     Help establish early budgets and refine costs as plans and project requirements develop.

·     Evaluate site-specific conditions, regional pricing, logistics, utilities, permitting considerations, and construction risks.

·     Work collaboratively with Rich Global's development team to support project evaluation and decision-making.

·     Approach each project with an ownership mindset, recognizing that every cost reduction directly improves the project's financial performance.

Qualifications

·     Minimum of five years of commercial construction estimating, preconstruction, or closely related experience.

·     Experience pricing build-to-suit, gray-box, white-box, tenant-improvement, and landlord/tenant work-letter scopes.

·     Demonstrated experience assembling complete bids and managing subcontractor solicitation.

·     Strong knowledge of construction documents, scopes of work, trade coordination, and commercial construction costs.

·     Experience leveling subcontractor bids and identifying exclusions, gaps, overlaps, and risks.

·     Proven ability to perform quantity takeoffs and develop detailed cost estimates.

·     Experience with multi-site, retail, financial institution, restaurant, or other programmatic construction is strongly preferred.

·     Experience estimating ground-up development, site work, renovations, or complex commercial projects is beneficial.

·     Strong proficiency with Procore, estimating software, Microsoft Excel, CAD, and construction management technology.

·     Ability to manage multiple bids, priorities, and deadlines in a fast-paced environment.

·     Established subcontractor relationships are beneficial, but the ability to build new relationships in unfamiliar markets is essential.

Work Environment

This is a full-time, in-office position based in West Palm Beach, Florida. Periodic travel may be required for project meetings, site visits, subcontractor engagement, and other business needs.
