Senior IT Procurement Specialist

Job Description and Duties

The position serves as the Senior IT Procurement Specialist and performs duties primarily within the Business Technology Management domain. The incumbent independently carries out a variety of technical tasks including managing IT procurement, contracting processes, and ensuring compliance with applicable policies and regulations. The position provides technical guidance and assistance to management and staff; conducts research and analysis; performs cost and price evaluations; and prepares IT cost and expenditure reports.

The incumbent develops routine to moderately complex IT procurements and contracts for hardware, software, consulting services, and maintenance. The position also assists with preparing, monitoring, and coordinating the IT budget; participates in planning activities related to IT acquisitions; and ensures adherence to State procurement policies and standards.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Proficiency in Information Technology contracts, procurement, and budget principles
• Knowledge of business and contract law related to procurement and contracting.
• Ability to explain intricate procurement and contracting policies, rules, and procedures to others.
• Knowledge of Information Technology services and functions (i.e. business analysis)
• Possess experience and knowledge in the practices, principles, and methods of IT contract administration, IT budgeting, IT project management, IT operational service management, and compliance reviews.
• In-depth knowledge and understanding of State Administrative Manual sections 1200 (Contracts), 3500 (Purchasing) 4800, 5000, 5200, and 5300 (Information Technology), and the State Contracting Manual, Volume 2.
