Job Summary The People’s Insurance Counsel Division (PICD) of the Office of the Attorney General of Maryland is seeking a motivated and detailed-oriented law clerk to support our legal team for Summer 2026. This is an excellent opportunity for current law students or recent graduates to gain hands‑on experience in government legal practice, including litigation, regulatory compliance, and policy development. PICD Overview The PICD represents consumer interests when insurance companies revise homeowners and medical professional liability insurance rates and voices concerns before the legislature. We review complaints filed by consumers, help complainants understand the complaint resolution process, review rate, rule, and form filings, and assess whether rates are excessive, inadequate, or unfairly discriminatory. We also address other issues that arise in the Maryland General Assembly regarding these two lines of insurance. Law Clerk Duties Conduct industry and legal research and draft memorandums on issues of importance to Maryland homeowners and medical professionals. Research and write on concerns in the homeowners insurance market such as unfair discrimination, dog breeds, condominium insurance, and weather‑related claims matters. Review and summarize consumer complaints and administrative records. Perform statutory construction and legislative history analysis of Maryland Insurance laws. Analyze complaints submitted to the Maryland Insurance Administration, their effect on consumers, and legal arguments. Evaluate factors in insurance company rate and rule filings and their effect on consumers. Assist with legislative and regulatory review and analysis. Perform other duties as assigned to support the legal team. Minimum Qualifications Current enrollment in an accredited law school. Strong legal research and writing skills. Demonstrated interest in public service, administrative law, or litigation. Ability to manage multiple assignments and meet deadlines. Familiarity with Westlaw, LexisNexis, or other legal research tools. Professionalism, discretion, and a commitment to ethical legal practice. Preferred Qualifications Experience working in a public law office, legal clinic, or government agency. Coursework in administrative law, constitutional law, or public interest law. Familiarity with Maryland law and court procedures. Important Dates Summer 2026 start dates: May 18, June 1, & June 8, 2026. Summer 2026 end dates: July 24 – August 31, 2026.
