The Prince George's County Government Office of Homeland Security (OHS) is currently seeking qualified applicants to fill a permanent full-time Associate Director - G position, grade G33 , within its Code Compliance Division . About the Position This is advanced executive-level work of a difficult and diverse nature, responsible for the overall management of the Office of Homeland Security/Code Compliance (OHS/CC) Division. It is professional and administrative work in directing a Countywide program to enforce Property Maintenance, Use & Occupancy, Housing, and Zoning codes and laws. Work includes the responsibility for interpreting and recommending changes in legal provisions governing the inspection and enforcement of such codes, ordinances, and regulations. The incumbent serves as the County's Chief Housing Inspector and supervises and directs a staff of professional and administrative personnel. General direction is received from the Director and Deputy Director of the Department. The incumbent must be capable of accomplishing tasks with minimum guidance from the Deputy Director. This position requires the incumbent to be physically and medically capable of working both inside and outside in extreme weather conditions (heat/cold, wet/humid, show/ice and or dry/arid conditions). The incumbent is required to be both mentally and physically capable ofremaining in a stationary position, either sitting at a computer, standing at a service counter or in a mobile position as deemed necessary. This position requires the incumbent to be capable of lifting, pulling, or carrying items weighing more than five (5) pounds, as well as moving office supplies and equipment weighing up to thirty (30) pounds. This is an essential public safety position. About the Agency The Office of Homeland Security (OHS) was developed as a result of legislation passed in 2003. This new agency incorporated critical emergency response entities that were previously part of other agencies. Public Safety Communications (PSC), which included all County 9-1-1, emergency dispatch and radio system support, had been part of the Office of Information Technology and Communications (OITC). The Emergency Management Division (EM) was within the Fire/EMS Department. EM and PSC were combined under the leadership of the Deputy Chief Administrative Officer for Public Safety/Director of Homeland Security, forming the Office of Homeland Security. The legislation and resulting changes to the Charter, spelled out the separate and distinct missions assigned to EM and PSC. Maintains an extensive knowledge of codes, ordinances, regulations, and standards applicable to division activities. Ensures that code enforcement programs and projections are based on a realistic analysis of conditions and needs, meet program criteria, are feasible and workable to execute, and are reasonable within the resources available to accomplish them. Ensuring that plans and programs meet budgetary, accounting, and audit requirements and satisfy planning needs is essential to progress toward achieving code enforcement improvement goals and objectives. Ensures that all legislative proposal requests are forwarded in accordance with applicable directives and that any testimony given at hearings before the County Council or General Assembly is factual and concise. Coordinate frequently and effectively with Section Heads to assure smooth operations and sound management decisions. Ensures, to the maximum extent, a high level and quality of performance by all personnel within the Division. Provides timely, accurate, and clear justification of budgetary needs. Administers accounts for expenditures and promotes efficiency and economy in operations. Maintains policies and procedures to conform to laws and regulations. Demonstrates capabilities to delegate authority and responsibility to sublevels of management or subordinates. Ensure that the County's, the Director's, and the Deputy Director's philosophy concerning employer involvement with employees is carried out and practiced throughout the Division. Ensure that the basic dignity of employees is promoted and good employee relations are practiced. Ensures the missions, tasks, and enforcement of the County Code are accomplished. Ensures that all programs and public policies are executed, meet audit and/or accounting standards, and that all public funds expended can be fully justified by services rendered. Ensure that all licenses issued are in accordance with applicable sections of the County Code. Minimum Qualifications Candidates must meet all minimum qualifications listed below to be eligible for additional consideration: Bachelor’s Degree from an accredited college or university in Business Administration or field closely related to assignment/functional area. Five (5) years of progressively responsible experience in related functional area of code compliance; with at least three (3) years of supervisory experience. Must possess and maintain a valid state issued driver's license at the time of application An equivalent combination of education, experience, and training which provide the required knowledge, skills, and abilities may be considered. Please note there is no equivalency for the required supervisory experience. Preferred Qualifications Bachelor's Degree preferred 10 years of Management experience.
