TheOffice oftheInspectorGeneral(OIG)isanindependentbodywithintheChicagoHousing Authority(CHA)whose purpose istoinvestigateandaudit mattersconcerningfraud, theft,waste, abuseandmisconductwithinoraffecting CHA. The OIG works to promote integrity and effectiveness in all CHA programs. The Investigator will be responsible for administrative and criminal investigations of alleged waste, fraud, abuse, mismanagement,andmisconductbytheAuthority’sofficers,employees,members oftheBoard,agents,participants, CHA residents, and contractors doing business with the Authority. DUTIESANDRESPONSIBILITIES Takeprimary responsibilityforassigned case load of criminal and administrative investigations, from developmentof investigative work plan, collection of evidence, to recommendation for case disposition, consistent with policies and procedures set forth by the Inspector General Gatherevidence throughavariety ofmethodsincluding butnotlimited to sitevisits, photographyandvideo, open source research, document requests, and administrative and grand jury subpoenas Conductinvestigativeinterviewsofcomplainants,witnesses,andsubjects Reviewandanalyzeextensivedata,businessrecords, andfinancialrecords todeterminewhether evidenceofwaste, fraud, or misconduct exists Maintainwell- organized investigative case files and documentation in OIG electronic managementsystem Makerecommendationsandcorrectiveaction toimpactedbusiness units: share ideas on improving overallefficiencies Testifyincriminalandcivilcourt, atarbitrations,andatadministrativehearings Workonjointinvestigationswithotherlaw-enforcementagenciesincludingbutnotlimited to theFederalBureauof Investigations, HUD OIG, Social Security OIG, Department of Labor OIG, and respond to requests from prosecutors (County, State and Federal) Performotherdutiesasassignedandconsistentwiththedepartmentmission QUALIFICATIONS Bachelor’s degree from an accredited college or university supplemented by a preferred minimum of four years of investigative experience, involving fact-finding analysis and investigative research and reporting work, preferably in an inspectorgeneral’s office, orlawenforcement,legal, orprivatesectorentity,withanemphasis onfinancial fraud, employee misconduct, or ethics investigations. Thisposition requiresstrongorganizational,time-management,anddecision-makingskills.Aself-motivatedindividual with strong analytical and problem-solving skills, sound judgment, tact, and discretion in handling confidential informationandmaterials.Excellentwrittenandverbal communicationskillswithknowledgeandunderstandingofthe applicability of relevant federal and state laws and regulations. Experience with computer equipment and software applications, including Word and Excel. A valid driver’s license is required. Within90daysofhire,the selected candidate will be required to be finger printed by an external lawenforcementagency. Employment will be contingent upon the results of the fingerprint based criminal history background search.
