Brief Description

SABG is hiring a Facility Space Planner to support Engineering Support Services for the 50th Civil Engineer Squadron (50 CES) at Schriever Space Force Base (SSFB), Colorado Springs, Colorado.

Travel: Minimal to none. This position is performed on-site at Schriever Space Force Base.

This position is contingent upon contract award.

Applicant will provide non-personal facility space planning support by leading the installation's facility space management, utilization, and optimization functions in strict alignment with Air Force Civil Engineer Center (AFCEC) guidelines. Must work with installation leadership, Real Property Accountability Officers (RPAO), and tenant organizations to maximize the efficiency of existing infrastructure and implement the Installation Facility Space Optimization Plan (FSOP). The role focuses strictly on spatial analysis, asset management, and footprint reduction.

• Serve as the installation's primary space utilization specialist, actively managing the facility footprint so that space allocation strategies use existing facilities and underutilized space before proposing new construction or additional leases.
• Perform space utilization analyses using AFCEC-approved systems, primarily NexGen IT (TRIRIGA), to maintain, update, and revise facility use data, facility category codes, and personnel assignments so that installation space records remain accurate and current.
• Apply a comprehensive understanding of AFMAN 32-1084 (Facility Requirements) when reviewing and authorizing space requests, ensuring approvals and denials are based on standardized Air Force facility criteria and documented in the required systems.
• Conduct space utilization inspections and physical site audits in accordance with AFMAN 32-1084 and AFCEC optimization guidance, documenting current space use, personnel counts, utilization rates by space type, and identified underutilized areas and opportunities for consolidation or demolition.

Coordinate with engineering staff, community planners, and Real Property in maintaining the Facility Space Optimization Plan (FSOP), recommending non-materiel courses of action for mission beddowns, unit relocations, and lease reductions.

• Support quarterly Facilities Board Working Groups and Facilities Boards by compiling and analyzing space request data and presenting recommended solutions for space utilization, authorizations, and allocations.
• Process an estimated 15 to 25 ad-hoc space allocation requests annually, translating tenant needs into actionable footprint solutions matched against existing installation inventory.
• Prepare presentation materials, including floor plan markups, utilization graphics, and analytical summaries, to support quarterly Facilities Board decision briefs.
• Perform continuous data entry and record reconciliation within NexGen IT and unit files to ensure physical unit moves, category code shifts, and square footage reallocations are accurately logged.
• Evaluate incoming unit space requests weekly and validate them against AFMAN 32-1084 standard authorizations, identifying available existing space options or documenting that no suitable space is available.
• Conduct physical facility utilization inspections monthly for targeted buildings to capture current usage data, personnel counts, and optimization opportunities.
• Track personnel movements, mission realignments, and new mission requirements through stakeholder meetings as mission requirements change.
• Develop and present formal Space Optimization Courses of Action (COAs) monthly, outlining potential unit realignments, required square footage, and utilization impacts.
• Audit, revise, and update the Installation Facility Space Optimization Plan (FSOP) quarterly to ensure alignment with current AFCEC directives.
• Work with AFCEC and the GIS/GEOBASE team annually to develop Customer Authorization Worksheets (CAWs) outlining each unit's facility space authorization and allocations.

SUPERVISION: This position has no supervisory responsibilities.

Education And Experience

• Bachelor's degree in Urban Planning, Architecture, Interior Design, Facility Management, or a closely related field; or at least 3 years of equivalent experience specifically in facility space management and asset optimization.
• Proficiency in navigating and updating real property databases, with NexGen IT strongly preferred.
• Comprehensive skill in analyzing quantitative and qualitative facility data to develop strategic space consolidation plans.
• Demonstrated ability to clearly communicate complex planning decisions and recommendations to installation leadership.

Computer Skills

• Skills in operating a personal computer and standard office equipment.
• Must have proficiency in a variety of computer software applications in word processing, spreadsheets, and database (MS Office: Word, Excel, PowerPoint, Outlook).
• Proficiency with NexGen IT (TRIRIGA) preferred.

Ability to write reports, space utilization analyses, and business correspondence. Ability to effectively present planning recommendations and respond to questions from installation leadership, tenant organizations, and Facilities Boards.

MATHEMATICAL SKILLS: Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations, including square footage calculations and utilization rate analysis.

REASONING ABILITY: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to question activities and issues in all functional areas and make sound business decisions based on that data.

Job duties are performed in a combination of an office environment and outdoor construction and facility environments on a military installation. When on active construction sites, the employee may be exposed to moving mechanical parts, elevated noise levels, dust, and varying outdoor weather conditions, and must wear personal protective equipment (PPE) as required (e.g., hard hat, safety vest, safety footwear). The noise level in the office environment is usually low to moderate and can be moderate to high on active construction sites.
