Health Care Surveyor 3 (Nursing) (NY HELPS) - 87201

Responsibilities The Health Care Surveyor 3 will perform general assessment, planning, development, and implementation of medical evidence gathering and disability determinations for determining eligibility for public health insurance programs. Responsibilities include: Supervising Health Care Surveyor 2 and/or Medicaid Eligibility Examiner staff Performing supervisory review of Medicaid disability determinations to ensure accuracy and compliance with state and federal regulations Demonstrating proficiency in the NYS Medicaid Disability Policy Manual and listing of impairments Serving as a liaison with local district staff, other agencies, and department staff Handling complex and problematic disability determinations Serving as a nursing expert, developing legal and technical background materials in support of disability determinations Preparing case summaries for presentation at fair hearings and testifying as an expert witness Participating in special projects related to the disability unit as assigned Utilizing computer systems such as the Welfare Management System, EMedNY, and the Social Security Administration to determine applicant status Handling inquiries from outside agencies, providers, and clients about the disability determination process or status Qualifications Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health Employee with one year of permanent or contingent‑permanent, competitive service as a Health Care Surveyor 3 (Nursing), SG22. Must meet mandatory minimum qualifications for non‑competitive appointment. Non‑Competitive Candidates via NY HELPS: Possession of a current New York State registered professional nurse license and three years of post‑licensure professional experience. Substitution: A bachelor’s degree in nursing can substitute for one year of post‑licensure clinical nursing experience; a master’s degree can substitute for two years. Preferred Qualifications Professional experience in public health insurance programs (Medicaid, Medicare, or Child Health Plus) Excellent verbal and written communication skills Strong analytical skills and attention to detail Strong organizational skills and ability to work independently and as part of a team Proficiency in Microsoft Office (Word, Excel, Access) Experience using electronic data systems such as eMedNY and NYSOH Back Office Supervisory experience (a plus) Compensation Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T ($93,178 – $104,230) plus an additional Geographic Pay Differential of $20,000.
