Financial Aid Compliance CoordinatorBaltimore City Community College (BCCC) seeks a highly skilled and detail-oriented Financial Aid Compliance Coordinator to provide oversight of financial aid compliance, quality assurance, internal controls, and regulatory adherence within the Office of Financial Aid. Reporting to the Director of Financial Aid or designee, this position ensures compliance with federal, state, and institutional regulations governing financial aid programs, including Title IV. The Financial Aid Compliance Coordinator serves as the primary compliance resource for the office, leading efforts to develop, implement, monitor, and improve policies, procedures, internal controls, and reporting processes that support the accurate administration of financial aid and reduce institutional risk. Applicant Support is available between 6 a.m. - 5 p.m. Pacific Time, Monday through Friday.Responsibilities/DutiesMonitor and assess financial aid operations to ensure compliance with federal, state, accrediting, and institutional requirements.Maintain the confidentiality, security, and integrity of sensitive student, financial aid, academic, and personally identifiable information (PII) in accordance with federal and state regulations, institutional policies, FERPA requirements, and data security standards.Develop, maintain, and review financial aid policies, procedures, and standard operating procedures (SOPs).Conduct quality assurance reviews of financial aid processing activities, identify compliance concerns and operational deficiencies, recommend corrective actions and process improvements, and report findings to the Director of Financial Aid, College Internal Auditor, and the Vice President for Student Affairs.Review manual financial aid adjustments to ensure appropriate documentation, authorization, and regulatory compliance.Oversee compliance monitoring related to verification, satisfactory academic progress (SAP), professional judgment, Return of Title IV (R2T4), Pell Grant administration, and other Title IV programs.Assist with the development and implementation of internal controls designed to strengthen compliance and reduce audit findings.Coordinate federal, state, external, and internal audits by gathering documentation, preparing reports, and responding to audit requests.Monitor financial aid regulatory changes and communicate updates to staff and leadership.Develop and deliver compliance training for financial aid staff and campus stakeholders.Conduct routine reviews of Banner financial aid processes, system controls, user access permissions, and data integrity.Collaborate with Information Technology, Student Accounts, Admissions, Registrar, Institutional Research, and other departments to ensure compliance across the student financial aid lifecycle.Prepare compliance reports, risk assessments, and recommendations for corrective action plans.Participate in FISAP preparation, federal reporting, reconciliation activities, and program reviews.Assist in identifying, investigating, documenting, and responding to potential cases of fraud, conflicting information, and fictitious student activity.Review manual financial aid awards and disbursements processed by staff to ensure accuracy, proper documentation, required approvals, and compliance with federal, state, and institutional requirements.Perform other duties as assigned.Required QualificationsBachelor's degree in Higher Education Administration, Business Administration, Public Administration, Accounting, Finance, or a related field.Five (5) years of progressively responsible experience in financial aid administration, compliance, auditing, quality assurance, or a related higher education field.Working knowledge of Title IV federal financial aid regulations and compliance requirements.Experience interpreting and applying federal and state financial aid regulations.Demonstrated ability to analyze data, identify compliance risks, and implement corrective actions.Strong written, verbal, organizational, and interpersonal communication skills.Experience using student information systems and financial aid management systems.Preferred QualificationsMaster's degree in Higher Education Administration, Business Administration, Public Administration, or a related field.Six (6) or more years of experience in financial aid administration with significant compliance responsibilities.Experience with Ellucian Banner Financial Aid, COD, NSLDS, FAA Access, and other federal financial aid systems.Experience with financial aid audits, program reviews, reconciliations, and compliance monitoring.Knowledge of Maryland state financial aid programs and reporting requirements.NASFAA credentials or other financial aid compliance certifications.Experience developing policies, procedures, internal controls, and staff training programs.Knowledge, Skills, and AbilitiesComprehensive knowledge of federal Title IV regulations and financial aid compliance requirements.Ability to interpret complex regulations and apply them to operational processes.Strong project management and organizational skills.Excellent analytical and problem-solving abilities.Ability to maintain confidentiality and exercise sound judgment.Commitment to customer service, student success, and operational excellence.Ability to work independently while collaborating effectively with diverse stakeholders.BenefitsBCCC is the only community college in Baltimore City, one of 16 community colleges in Maryland, and both a higher education institution and a State of Maryland agency.As a state agency, the College is able to offer full-time, permanent PIN employees a host of benefits including a competitive salary and tuition remission.
