Foster Care Licensing Specialist Clay County, FL FOSTER CARE LICENSING SPECIALIST - Full-time JOB SUMMARY The Licensing Specialist plays a pivotal role in serving children and families in need through the Foster Care licensing program of One More Child. The licensing specialist supports the care and development of abused, neglected, and orphaned children by recruiting, licensing, and re‑licensing foster parents and by providing ongoing training and support. The specialist travels throughout the assigned area, connects with potential foster parents, manages licensing, and owns the family file as long as assigned. The position requires flexibility, night/weekend work, and occasional on‑call availability for child placement. ESSENTIAL DUTIES AND FUNCTIONS Meet and maintain One More Child caseload standards and goals. Recruit Christian foster homes that meet or exceed program quality standards. Represent OMC at booths, speaking events, and internal meetings as requested. Provide foster families with opportunities to receive all necessary training and ensure training is current and compliant. License and re‑license all Foster Homes in a timely manner. Visit Foster Homes quarterly and as needed to ensure quality standards and comply with local CBC/DCF expectations. Ensure that every child placed in an OMC foster home for 30 days or more has a documented exposure to the Gospel. Provide general support for all OMC Foster Families and assist with 24‑hour on‑call coverage, answering and returning calls related to placements and emergencies promptly. Coordinate placements and discharges for foster clients and maintain at least 70% utilization of available placement beds. Maintain updated case records, files, and database records efficiently. Participate in continuing education opportunities to fulfill all training requirements for certification and program requirements annually. REQUIRED EXPERIENCE AND QUALIFICATIONS Bachelor’s degree in social work or a comparable human services field. Bachelor’s degrees in other fields may be considered on a case‑by‑case basis if they meet eligibility for CWLC/CWCM/CWCPI certification. Full CWLC (Child Welfare Licensing Counselor), CWCM, or CWCPI certification through the Florida Certification Board within one year of completing pre‑service training, passing the post‑test within two attempts. Two years of social work experience, preferably in family foster care or kinship care. Valid State Driver’s License within 30 days of hire. PREFERRED EXPERIENCE AND QUALIFICATIONS Already possess a CWLC, CWCM, or CWCPI certification through the Florida Certification Board. Strong attention to detail in completing quality and timely case file reports. Excellent writing and grammatical skills. Ability to prioritize and shift gears quickly to meet changing circumstances. Excellent time management while traveling extensively. Good understanding of healthy family dynamics, conflict resolution, problem solving, interpersonal skills, and child development. Ability to relate positively to families needing support services and to establish nurturing relationships. Assessment skills to evaluate needs and suitability of referrals/placements. Observational skills for accurate assessment of situations. Ability to handle frequent interruptions and stressful situations; respond in crisis scenarios. Public speaking and presentation skills. SPIRITUAL QUALIFICATIONS Commit to providing Christ‑centered services in alignment with The Baptist Faith and Message (2000). Have experienced a personal conversion with Jesus Christ and been scripturally baptized. Possess a sense of ministry vocation. Seek God and His kingdom sincerely. Maintain personal and devotional habits such as Bible study, prayer, and daily meditation. Be a member of a local evangelical church and attend regularly. Engage in witness activities as a normal part of life. PHYSICAL DEMANDS Employee is regularly required to sit, talk, and listen; use hands for clerical duties such as filing, typing, and data entry. As an in‑field position, must walk into locations, climb stairs, and navigate crowded settings; requires close vision and ability to drive for extended periods. Stand for extended periods and move between places. Must lift up to 50 pounds. Ability to work in stressful environments, think clearly under pressure, and work after hours as part of the regular schedule. WORK ENVIRONMENT Job functions performed in a variety of settings, including office, public venues (churches, conference centers, etc.), and private settings such as foster families’ homes. Office locations vary. Position requires flexibility and travel across the area.
