The LIHTC Supervisor oversees Low-Income Housing Tax Credit compliance for assigned NYCHA PACT properties and supervises staff responsible for resident certifications and compliance documentation. This position ensures files are accurate, deadlines are met, and site practices comply with applicable LIHTC, Project-Based Section 8, and property regulatory agreement requirements.

Responsibilities

• Supervise, train, and support LIHTC compliance staff by assigning work, monitoring productivity, and addressing performance concerns.
• Oversee initial tenant certifications and required recertifications or annual reviews for assigned properties.
• Review and approve Tenant Income Certifications and supporting documentation, including income, assets, household composition, and student status.
• Verify calculations and confirm that files meet applicable program and property requirements.
• Monitor income limits, rent restrictions, utility allowances, and unit designations in coordination with property management.
• Maintain certification schedules and compliance trackers to ensure timely completion and follow-up.
• Conduct internal file audits, identify deficiencies, and oversee corrective action.
• Coordinate with property managers, leasing staff, Section 8 staff, and ownership to resolve compliance concerns.
• Prepare files and reports for monitoring agency, investor, and authorized compliance reviews.
• Track audit findings and ensure corrections are completed within required deadlines.
• Monitor program updates and communicate procedural changes to staff.
• Assist residents with certification requirements and documentation.
• Maintain accurate, organized, and confidential resident records.
• Travel regularly to assigned NYCHA PACT sites to review files, train staff, and support compliance operations.
• Perform other related duties as assigned.

Required Qualifications

• Minimum of three years of hands-on LIHTC compliance experience, including reviewing tenant files and preparing or approving certifications.
• At least one year of supervisory or team lead experience.
• Strong knowledge of LIHTC income and asset calculations, student eligibility rules, income and rent limits, and certification requirements.
• Working knowledge of NYCHA PACT/RAD and Project-Based Section 8 requirements.
• Experience conducting file audits, resolving discrepancies, and correcting compliance findings.
• Ability to interpret regulatory agreements and apply property-specific requirements.
• Strong organizational, analytical, and follow-up skills with close attention to detail.
• Ability to manage multiple properties, competing priorities, and deadlines.
• Excellent written and verbal communication skills and a professional approach to resident concerns.
• Proficiency in Microsoft Office, particularly Excel, and property management or compliance software.
• Ability to travel regularly between assigned sites.

Preferred Qualifications

• LIHTC certification, such as HCCP, SHCM, or Tax Credit Specialist (TCS).
• Direct experience supporting NYCHA PACT properties.
• Experience with HPD or New York State HCR compliance monitoring.
• Familiarity with Yardi, MRI, RealPage, or similar property management software.
• Associate’s or bachelor’s degree in a related field, or equivalent relevant experience.
