Claims Manager

Qualifications & Experience MOS Codes: None Education and Experience: Bachelor’s Degree or higher in Business or Public Administration, Finance, Risk Management, Insurance, or a related field, and four (4) years of professional experience administering workers’ compensation, property and casualty insurance claims, self‑insurance, or captive insurance programs, including two (2) years of lead or supervisory experience. Licenses and Certificates: Valid Texas Class “C” Driver’s License or equivalent, Workers’ Compensation Adjustor’s license within one (1) year, Property & Casualty Adjuster License within one (1) year, and an Associate in Risk Management from the Insurance Institute of America or Certified Claims Examiner Certification from the State of Texas (preferred). Responsibilities Manage City of El Paso insurance programs including workers’ compensation, property/casualty, and subrogation/recovery claims under direction. Identify, assess, and mitigate risks associated with human, physical, and liability claims. Administer and coordinate claims processing, implement risk‑management strategies, coordinate with internal partners, and manage all claims to full resolution. Administer non‑tort claims and seek recovery of damages: medical/case management, claims strategy, negotiation, adjudication, investigations, financial data accuracy (RMIS), reserve setting, internal audits, representation at settlement conferences and hearings, settlement negotiation, return‑to‑work programs, third‑party admin processes, and tort notices. Claims administration : establish processes, policy, and priorities; implement procedures; conduct reviews and meetings; advise on budget needs; communicate strategy and financial implications; finalize regulatory reports; maintain knowledge of statutes; provide training; coordinate recoverable claims; assist with total‑cost‑of‑risk analysis and forecasting; serve on special projects. Supervise staff : assign, schedule, guide, monitor work; appraise performance; provide training; counsel and motivate; resolve conflicts; interview applicants; recommend hiring, discipline, termination, promotion; enforce personnel rules. Pregnancy Leave: Treated as temporary physical disability; use sick leave first, then optional annual leave; written notice required; return documentation required.
