Water Quality Services Manager

The Water Quality Services Manager provides strategic, regulatory, and operational leadership for the City of Loveland's drinking water, wastewater, and source water quality programs. This role will oversee program managers, laboratory managers, and key technical staff responsible for regulatory compliance, environmental monitoring, watershed protection, laboratory accreditation, and special projects. Serve as a regulatory and technical representative to state, federal, regional, and interagency partners on matters within the Water Quality Services Group's areas of responsibility. Lead or support assigned regulatory initiatives related to emerging contaminants, nutrient regulations, source water protection, and long-term compliance planning.

The salary range for this position is $100,339.62 - $145,492.46 annually with a hiring range of $100,339.62 - $122,916.04, depending on qualifications and experience.

Essential functions include managing the Water Quality Services Group to ensure compliance with current and future state and federal regulations and to protect public and environmental health and safety. This role also involves managing regulatory compliance activities, serving as a subject-matter expert on water quality policy, and providing recommendations regarding emerging regulatory and legal requirements within assigned program areas.

Other job functions include performing other duties as assigned. Job level and management expectations involve providing second-level supervision to professional, technical, and skilled employees to assure accountability to department and organizational goals and objectives.

Qualifications include a 4-year/Bachelor's Degree in Chemistry, Biology, Environmental Science or related field. Required experience includes seven years of progressively responsible experience in water quality, drinking water, wastewater, environmental compliance, source water protection, laboratory management, or a related municipal utility field. Required supervisory or management experience includes two years overseeing technical, regulatory, laboratory, or environmental programs.

Physical demands and working conditions include frequent minimal physical effort typically found in clerical work, light to moderate physical effort, and occasional moderate to considerable physical effort. Working environment includes frequent exposure to routine office noise and equipment, occasional exposure to hazards typically found in general office environments, and occasional exposure to hazards that are predictable or well protected against.
