NOTE: This is a TEMPORARY appointment (not-to-exceed 4 Months). This appointment may be renewed for additional service in accordance with Agency needs for 1 additional year. Temporary positions offer health insurance (if the employee is expected to work at least 130 hours per month for at least 90 days) but do not offer life insurance or retirement benefits and may be terminated at any time before the expiration date. The appointment to a Temporary position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

Principal Duties and Responsibilities

Incumbent serves as the Interior Designer in the Office of the Chief, Engineering Service and is responsible for the planning and implementation of a comprehensive Interior Design program and furniture program.

Investigates Client Needs, Creates and Implements Design, 60%

• Develops and creates architectural and furnishing layouts for the facilities; prepares the necessary visual aids, such as architectural drawings, sketches, renderings, and color boards in order to adequately design and prepare facilities for the hospital.
• Prepares and reviews actual architectural and interior design contract drawings and specifications in a professional manner, which will be used as contract documents, in the procurement of construction projects.
• Prepares, reviews and provides mark-ups of construction drawings and specifications for projects including materials, finishes, construction processes and other items of technical information necessary for the practical accomplishment of the construction project.
• Prepares detailed professional interior finish plans and furniture plans, sketches, and design description specifications using modem tools, such as computer aided design and drafting, overlays and models using 3D computer software and the latest version of Autodesk Architectural Desktop.
• Performs and often leads design review conferences with professional architects/engineers, and service chiefs to discuss design criteria, construction requirements and potential problems.

Provides Design Input and Direction for all Interior Design Functions related to furniture layout and functional requirements, 40%

• Provides design input and direction on a wide range of projects, including project status, progress and/or problems to supervisor or upper-level management as required.
• Conducts independent investigations and feasibility studies in response to large scale furniture needs for relocation and reassignment of space determined by facility space planner.
• Develops furniture plans of assigned space determined by facility space planner, which incorporate functional adjacencies and prepares plans showing detailed layouts of furniture and partitions for entire project.
• Responsible for procurement of furniture and fixtures to ensure work is completed in an acceptable manner and that contractors receive payment. Acts as agency's representative in resolving interior design disputes between the contractor and the agency.
• Independently develops and manages a systematic record of all Interior Design projects. This may include before and after color prints of areas, finish schedules, an itemized list of all materials used with sources and prices.
• Performs all duties as assigned.

• Physical Requirements: Regularly conducts on-site construction inspections of project work sites. Much time is spent walking, sitting, bending, lifting some furniture, standing and stooping. Frequently the employee is required to work on stepladders to measure for window and wall coverings and to install signage. Dexterity is required related to duties performed in drafting, sketching, and writing.

Qualifications

For GS-11:

SPECIALIZED EXPERIENCE: Possess at least one (1) year of specialized experience equivalent to the next lower grade level of GS-9 in Federal Service. Specialized experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs such as: Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment. Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings. Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public. Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context. Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Graduate Education: Major study interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. NOTE: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (TRANSCRIPTS REQUIRED)

COMBINATION OF EXPERIENCE AND EDUCATION: Possess a Combinations of successfully completed graduate education and experience as described above to meet the total qualification requirements for the grade level. To be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. (TRANSCRIPTS REQUIRED)
