Job Summary

The Housing Authority Accountant performs professional governmental accounting work to ensure the accurate and compliant management of agency funds. This position is responsible for the full-cycle accounts payable process, monthly bank statement reconciliations, and posting complex accrual journal entries. Leveraging a deep understanding of fund accounting, the Accountant manages and monitors multiple federal, state, and local funding sources in strict compliance with HUD guidelines and Generally Accepted Accounting Principles (GAAP).

Key Responsibilities

Fund Accounting & General Ledger Management

• Maintain general ledger and subsidiary ledgers for multiple restricted housing programs, grants, and operational funds.
• Ensure accurate allocation of revenues and expenditures across separate asset management projects (AMPs) and program funds.
• Prepare and post journal entries, maintain general ledgers, and perform monthly bank and balance sheet account reconciliations.

Accounts Payable Processing

• Oversee and execute the end-to-end accounts payable process, including coding invoices, verifying proper authorizations, and processing weekly voucher check runs or electronic payments.
• Reconcile accounts payable sub-ledgers to the general ledger on a monthly basis.

Reconciliations & Accruals

• Perform monthly bank reconciliations for all operational, security deposit, escrow, and investment bank accounts.
• Prepare and post monthly, quarterly, and year-end accrual journal entries, including prepaid expenses, accrued liabilities, depreciation, and inter-fund transfers.

Compliance, Audit, & Reporting

• Assist the Comptroller in preparing for annual independent audits and HUD’s Financial Data Schedule (FDS) submissions.
• Track municipal grants, coordinate fund draws, and prepare necessary financial reports for regulatory agencies.
• Maintain strict confidentiality regarding tenant, landlord, and agency financial records.

Qualifications and Skills

Required Education & Experience:

• Education: Bachelor’s degree in Accounting, Finance, or a closely related field.
• Experience: Minimum of 2–4 years of professional accounting experience.
• Specialized Knowledge: Demonstrated experience with fund accounting, accrual accounting, or municipal/governmental accounting structures.

Preferred Qualifications:

• Experience working within a Public Housing Authority (PHA) or a similar government agency.
• Familiarity with HUD regulations, Section 8 Housing Choice Voucher programs, and Public Housing programs.
• Proficiency with specialized public housing authority accounting software (e.g., Yardi).

Core Competencies:

• Strong proficiency in Microsoft Excel (VLOOKUPs, pivot tables, and advanced formulas).
• Sharp attention to detail and high structural accuracy in handling ledgers.
• Excellent communication skills for interacting with vendors, landlords, and program managers.
