Job Title: Government Affairs Manager (Environment, Occupational Health & Safety, and Security) Location: Arlington, VA Position Summary The Fertilizer Institute (TFI) is seeking a highly motivated Government Affairs Manager to support and advance TFI’s federal legislative and regulatory advocacy efforts. This position is responsible for leading TFI's public policy initiatives related to environmental regulation, occupational health and safety, chemical and facility security, and other emerging policy issues affecting the fertilizer industry. The successful candidate will develop and execute advocacy strategies, build productive relationships with Congress and federal agencies, represent TFI before policymakers and stakeholder organizations, and work collaboratively with TFI members and staff to advance the Institute's legislative and regulatory priorities. The successful candidate will embody TFI's Culture & Values of: Member Focus Respect Key Responsibilities Develop, implement, and advance TFI's federal legislative and regulatory advocacy strategy across environmental, occupational health and safety, facility security, transportation, and related policy issues. Build and maintain productive working relationships with Members of Congress, congressional staff, executive branch officials, and federal regulatory agencies. Monitor, analyze, and communicate legislative, regulatory, and political developments affecting the fertilizer industry, providing timely analysis and strategic recommendations to TFI leadership and members. Lead advocacy efforts before Congress and federal agencies, including preparing public comments, testimony, coalition letters, policy papers, briefing materials, and other advocacy documents. Identify emerging policy issues, legislative opportunities, and regulatory risks affecting the fertilizer industry and develop proactive advocacy strategies. Develop legislative and regulatory strategies in coordination with the Senior Vice President, CEO, TFI committees, and member companies. Build and manage strategic relationships with coalition partners, consultants, and allied organizations to advance shared policy objectives. Serve as staff liaison to assigned committees, task forces, and member working groups, facilitating engagement and providing policy expertise. Collaborate across TFI departments to ensure coordinated advocacy, communications, and member engagement efforts. Prepare presentations, policy analyses, issue briefs, and educational materials for TFI leadership, members, and external audiences. Speak on behalf of TFI at conferences, industry meetings, congressional briefings, and other public forums. Manage outside consultants and advocacy initiatives to ensure effective execution and alignment with organizational priorities. Support TFI's broader government affairs initiatives, political engagement, grassroots advocacy, and member outreach activities, as appropriate. Perform other duties as assigned in support of TFI's mission and strategic objectives. Qualifications and Experience Required One to two years of experience in government affairs, public policy, Congress, a federal regulatory agency, trade association, advocacy organization, or a related field. Knowledge of the federal legislative and regulatory process. Strong communication skills, including policy writing and public speaking. Demonstrated ability to build bipartisan relationships with policymakers, regulators, industry representatives, and coalition partners. Strong analytical and strategic thinking skills with the ability to manage multiple priorities. Self-motivated professional who works effectively both independently and collaboratively. Strong organizational skills with exceptional attention to detail. Preferred Experience with environmental, chemical, energy, agricultural, transportation, occupational safety, homeland security, or manufacturing policy. Experience managing coalitions or multi-stakeholder initiatives. Familiarity with fertilizer, agriculture, manufacturing, or chemical industry issues.
