DEPUTY CHIEF PROCUREMENT OFFICER, PROCUREMENT SERVICES (BUREAU OF FINANCE) - SHAKMAN EXEMPT

Overview Cook County Bureau of Finance is seeking an experienced Deputy Chief Procurement Officer, Procurement Services who will oversee daily procurement operations across all sourcing and operational units within the department. The role provides guidance to senior and department leadership on procurement policies, procedures, and activities to ensure alignment with the Cook County Procurement Code and internal standards. Responsibilities include directing, coordinating, and supervising procurement staff to ensure accurate execution of duties and fulfillment of departmental and regulatory objectives. The position also supports leadership in developing strategic direction, budgeting, and implementing procurement policies and procedures, collaborates with bureaus, departments, and elected offices on procurement matters, and serves as the principal deputy to the Chief Procurement Officer for sourcing and operations. Job Summary Oversees daily procurement operations across all sourcing and operational units within the department. Provides guidance to senior and department leadership on policies, procedures, and activities related to procurement sourcing and operations to ensure alignment with the Cook County Procurement Code and internal policies and procedures. Directs, coordinates, and supervises the procurement staff to ensure responsibilities are carried out accurately and goals and objectives of the Procurement Code and internal policies and procedures are met. Leads and supports senior and department leadership in the development, strategic direction, budgeting and implementation of procurement policies and procedures. Collaborates with bureaus, departments, and offices of elected officials on procurement related matters. Serves as the principal deputy to the Chief Procurement Officer on procurement sourcing and operations. Typical Job Duties Provides strategic oversight of department-wide procurement operations, ensuring consistency, compliance, and alignment with organizational priorities. Develops, interprets, and provides recommendations on procurement policies, procedures, strategic priorities, and operational initiatives to ensure consistent application of the Procurement Code. Reviews procurement actions, recommendations and supporting documentation to ensure accuracy, completeness, and readiness for Chief Procurement Officer or Board consideration. Serves as senior liaison to user departments, legal counsel, and executive leadership and other internal and external stakeholders regarding procurement strategies and performance. Prepares and reviews reports and materials for internal and external use. Directs staff selection, training, and performance evaluation, and recommends or administers disciplinary actions as appropriate. Oversees budget preparation, payroll approval, requisitions, and major purchases to support departmental operations. Required For All Jobs Performs other duties as assigned. Minimum Qualifications Graduation from an accredited college or university with a Bachelor's Degree or higher and Four (4) years of experience in program management in contract administration, compliance, procurement, or directly related experience or An equivalent combination of education and/or experience. Preferred Qualifications Seven (7) or more years in contract administration, business, law, or procurement. Five (5) years of previous management or supervisory experience. Knowledge, Skills And Abilities Knowledge of procurement methods and procedures, with the ability to strategically coordinate and direct the sourcing of goods, services, and construction. Ability to plan, develop, implement, and direct guidelines, regulations, and enforcement procedures in strict accordance with the Procurement Code. Ability to provide strategic leadership, communicate a clear vision, and foster team commitment to achieve the unit’s short- and long-term operational goals. Ability to implement plans and objectives, oversee the efficiency of specific operations, and evaluate areas for potential process improvements. Ability to prepare departmental budgets, allocate funds efficiently, and maintain departmental operations under strict budgetary constraints. Ability to handle confidential and sensitive issues, and to effectively inform and advise senior leadership on operational matters. Excellent written, verbal, and interpersonal communication skills, with the ability to exercise complex problem solving, tact, and diplomacy in diverse and sometimes emotional situations. Proficient in the use of computers, software programs, and relevant technology applications. Physical Requirements Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
