The Operations Management division provides oversight of technology systems and operational processes that support the operation of the Medicaid program such as provider enrollment, claims processing, service authorization support, contract oversight, and electronic visit verification. The Central Support unit is responsible for coordinating a variety of activities including audit coordination; information system ownership; emergency and disaster response; business continuity operations; open records requests; training delivery; and policy and procedure development. Central Support also provides administrative support for the Health Insurance Premium Payment (HIPP) program. The Program Specialist VII will act as the senior analyst in the Central Support unit within Operations Management. This position will perform highly advanced (senior‑level) consultative and technical program assistance work as the lead for these activities and other special projects as needed. This position will oversee and coordinate all training activities, prepare presentations, develop technical documentation, perform research and analysis, communicate findings and make recommendations on complex program initiatives. The ideal candidate can develop goals and strategies for new and planned initiatives; demonstrate progress in meeting goals; solve complex problems; interpret policies and procedures; serve as a lead worker providing direction to others; and communicate effectively. Must be able to work under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Essential Job Functions (EJFs) Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
- 30%) Senior Analyst: Performs highly advanced (senior‑level) consultative services and technical assistance work. Assists the Central Support Manager with daily operations and oversees a variety of operational functions and initiatives and may supervise the work of others at the manager’s request. Completes complex research assignments and interprets federal and state regulations using advanced analytical skills. Acts as the point of contact for open records requests related to Operations Management business, coordinates with vendors and internal teams to respond to open records requests, reviews and synthesizes data for open record requests. Maintains process and procedure documentation for open records, training development and disaster response. Supports staff development by offering clear and patient technical assistance, and serves as a liaison between Operations Management and other MCS business areas.
- 25%) Training Development: Acts as the primary Training Specialist in MCS Operations Management and performs highly advanced consultative services and technical assistance work for internal business areas. Facilitates external training as needed. Provides high‑level technical assistance and creates efficiencies where opportunities occur. Serves as a train‑the‑trainer resource for Operations Management teams. Serves as a lead worker providing direction to others and the primary training resource for developing MCS Operations Management internal training templates and materials. Oversees vendor training development and assists with technical writing for policies and communications.
- 20%) Business Continuity Coordination: The senior analyst acts as the primary point of contact representing Operations Management during state or federally declared disasters. Acts in a supporting role to meet the agency’s obligations for disaster response and continuity of operations. Collects and disseminates information related to disaster response, determines impacts to Operations Management business operations, reports on recommended actions based on division impacts, tracks assignments and deliverables; prepares responses to requests for information and emergency situation reports. This position must be able to occasionally work flexible hours, including weekends, for disaster response activities and reporting.
