The Operations Management division provides oversight of technology systems and operational processes that support the operation of the Medicaid program such as provider enrollment, claims processing, service authorization support, contract oversight, and electronic visit verification. The Central Support unit is responsible for coordinating a variety of activities including audit coordination; information system ownership; emergency and disaster response; business continuity operations; open records requests; training delivery; and policy and procedure development. Central Support also provides administrative support for the Health Insurance Premium Payment (HIPP) program. The Program Specialist VII will act as the senior analyst in the Central Support unit within Operations Management. This position will perform highly advanced (senior‑level) consultative and technical program assistance work as the lead for these activities and other special projects as needed. This position will oversee and coordinate all training activities, prepare presentations, develop technical documentation, perform research and analysis, communicate findings and make recommendations on complex program initiatives. The ideal candidate can develop goals and strategies for new and planned initiatives; demonstrate progress in meeting goals; solve complex problems; interpret policies and procedures; serve as a lead worker providing direction to others; and communicate effectively. Must be able to work under minimal supervision, with considerable latitude for the use of initiative and independent judgment. Essential Job Functions (EJFs) Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

• 30%) Senior Analyst: Performs highly advanced (senior‑level) consultative services and technical assistance work. Assists the Central Support Manager with daily operations and oversees a variety of operational functions and initiatives and may supervise the work of others at the manager’s request. Completes complex research assignments and interprets federal and state regulations using advanced analytical skills. Acts as the point of contact for open records requests related to Operations Management business, coordinates with vendors and internal teams to respond to open records requests, reviews and synthesizes data for open record requests. Maintains process and procedure documentation for open records, training development and disaster response. Supports staff development by offering clear and patient technical assistance, and serves as a liaison between Operations Management and other MCS business areas.
• 25%) Training Development: Acts as the primary Training Specialist in MCS Operations Management and performs highly advanced consultative services and technical assistance work for internal business areas. Facilitates external training as needed. Provides high‑level technical assistance and creates efficiencies where opportunities occur. Serves as a train‑the‑trainer resource for Operations Management teams. Serves as a lead worker providing direction to others and the primary training resource for developing MCS Operations Management internal training templates and materials. Oversees vendor training development and assists with technical writing for policies and communications.
• 20%) Business Continuity Coordination: The senior analyst acts as the primary point of contact representing Operations Management during state or federally declared disasters. Acts in a supporting role to meet the agency’s obligations for disaster response and continuity of operations. Collects and disseminates information related to disaster response, determines impacts to Operations Management business operations, reports on recommended actions based on division impacts, tracks assignments and deliverables; prepares responses to requests for information and emergency situation reports. This position must be able to occasionally work flexible hours, including weekends, for disaster response activities and reporting.
• 20%) Special Projects: Provides leadership, direction, and project management for special projects for:

Health Insurance Premium Payment (HIPP) program oversight and vendor coordination. Backup to the Operations Management legislative liaison during the Texas Legislative Session. Vendor contract key performance measure monitoring and oversight. (5%) Other duties as assigned: May perform other duties as assigned related to Central Support operations. Knowledge, Skills and Abilities (KSAs) Knowledge of: Medicaid and CHIP programs. Acceptable and appropriate management and strategic planning techniques, to include analysis, planning, measurement and achievement of established goals. Training principles and practices. Webinar platforms such as Microsoft Teams and GoTo Meeting. Federally or state declared disaster response activities. Skill in: Researching, developing, analyzing, and evaluating complex program and policy issues. Collecting and analyzing complex data, evaluating information, and drawing logical conclusions in a prescribed report format. Presenting complex concepts and information. Managing multiple, sometimes conflicting, priorities without jeopardizing deadlines or system milestone. Ability to: Identify problems, evaluate alternatives, and implement effective solutions. Communicate effectively both orally and in writing. Coordinate and negotiate effectively with other staff, departments, officials, agencies, organizations, and the public. Work flexible hours during declared emergencies for disaster response. Prepare concise reports. Lead workgroups, projects, and meetings. Manage program activities. Registrations, Licensure Requirements or Certifications N/A Initial Screening Criteria Required: Graduation from an accredited four‑year college or university (six years of relevant work experience in the health and human services field may be substituted for this four‑year educational requirement). Three years of full‑time work experience in the health and human services field (a master’s degree may substitute one year of work experience). Experience developing and maintaining training materials and business plans. Experience preparing project or decision materials for leadership level consideration. Experience developing formal correspondence, reports, or other documents on behalf of HHSC, or similar, leadership. Preferred: Master’s Degree. Experience working on Medicaid program development (policy, information systems, or operations). Additional Information Any employment offer is contingent upon available budgeted funds.
