Job TitleSafety and Accident Prevention Program ManagerJob DescriptionOversees and assists management with the monitoring and implementation of safety and accident prevention programs; participates in long-range planning and initial development of overall safety programs; oversees a comprehensive driver improvement and evaluation program for the County; and performs other related duties as required. There is one (1) immediate permanent full-time vacancy with the Department of Human Resources- Health & Safety Division in Hilo. The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.Minimum Qualification RequirementsTraining and Experience : A combination of education and experience substantially equivalent to:graduation from an accredited college or university with a baccalaureate degree, andfive (5) years of experience in industrial safety and accident prevention, of whichthree (3) years shall have involved conducting Commercial Driver's License (CDL) driver instruction and evaluation, andpossession of a current Department of Transportation Medical Examiner's Certificate at time of filing, andpossession of a valid State of Hawai'i Commercial Driver License (Class A) with "N" endorsement at time of appointment*; (if you have an out-of-state CDL, you must transfer it to a Hawai'i issued CDL by the time of appointment), andpossession of a good driving record certified by a traffic abstract confirming no DUI convictions, license revocations, or suspensions for three (3) years preceding and no moving violations for one (1) year preceding. A current traffic abstract is valid for 30 days from date of issuance by the district court. (You will be required to submit your current traffic abstract at time of the job interview).Note: Foreign transcripts must be accompanied by an official credential evaluation report to determine U.S. equivalency. Knowledge of : occupational Safety and Health Standards, and other accepted standards applicable to industrial safety and accident prevention; principles and practices of supervision; laws and regulations governing the operation of motor vehicles and the licensing of drivers; operating procedures of a variety of motor vehicles, safety devices, and features; industrial and construction accident hazards and methods of correction and prevention; industrial safety devices and equipment; safety inspection principles, practices, and procedures; principles and practices of speaking before groups; basic examining and testing procedures; investigation methods and techniques; and report writing. Ability to : plan, execute, and coordinate an effective safety and accident prevention program; plan, organize, and coordinate industrial safety and driver improvement programs; conduct countywide safety inspections and detect unsafe conditions and practices; schedule and conduct safety, driver training, and equipment operator training; conduct performance examinations and determine driver's competency; plan and instruct supervisors on principles and methods of instructing; assign, review, and supervise the work of subordinate trainers; instruct others in safety techniques, causes of accidents, and accident prevention; investigate and determine causes of accidents; deal tactfully and effectively with officials, supervisors, and employees; write clear and concise reports; and speak effectively before groups.
