Management Analyst

Job Summary Management Analyst Aptive Resources is seeking a Management Analyst to support health system transformation, implementation and operations, and healthcare business-enabling services for the Office of Suicide Prevention within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). This role will focus heavily on supporting analysis of the efficacy of implementation of the Emergent Suicide Care benefit (ESCb) to ensure eligible Veterans receive the benefit appropriately. This position supports VA’s implementation of the ESCb as part of the legislatively mandated COMPACT Act of 2020 requirements. This project focuses on supporting full benefit implementation through development of standard operating procedures, evaluation of benefit implementation processes across VHA offices, data analysis to support leadership decision-making, and development of communication artifacts to raise awareness of the ESCb. This position is well suited for a consultant who thrives in dynamic, fast-paced environments, and demonstrates adaptability, perseverance, and strong interpersonal skills. The candidate should also be comfortable working in a sensitive, mission-driven environment where suicide prevention and related topics are regularly discussed. In this role, you will support program design, audits, and evaluations across a range of task areas including program analysis, data analysis, strategy development, meeting coordination, metrics development, and risk management. You will be expected to organize and prioritize work effectively, manage multiple assignments simultaneously, and remain adaptable as client needs evolve. Primary Responsibilities Program & Process Evaluation Conduct research and structured reviews of documentation, policies, standard operating procedures, and guidance to evaluate program performance and identify opportunities for improvement. Conduct organizational assessments and gap analyses comparing current and target states, documenting findings and recommendations. Apply critical, analytical, and creative thinking to help define and refine project and program requirements, objectives, and strategies. Support day-to-day program execution by tracking deliverables, maintaining project artifacts and workplans, and coordinating activities across team members and stakeholders. Present findings, analyses, and proposed solutions in client-facing meetings and working sessions, adapting communication style to engage internal and external audiences. Coordinate and collaborate across multidisciplinary, geographically dispersed teams, establishing and maintaining constructive professional relationships with stakeholders. Demonstrate initiative and perseverance by independently managing tasks, following through on assignments, and navigating obstacles to drive progress. Data Evaluation & Analysis Perform detailed qualitative analyses of program documentation, data, and stakeholder input, breaking down complex information to identify insights and develop clear, actionable, well-supported recommendations. Support quantitative data review and basic metrics development to complement qualitative findings and inform program evaluation. Prepare and maintain accurate documentation, records, presentations, and analytical deliverables, ensuring information is clearly communicated and appropriately formatted. Continuously build and apply relevant knowledge, quickly getting up to speed on complex programmatic, policy, or operational topics to inform evaluation work. Minimum Qualifications Required Skills and Qualifications 4+ years of relevant professional experience in management consulting, healthcare administration, project management, process engineering, business or data analysis, change management, or related fields. Bachelor’s degree in healthcare administration, business, communications, management, statistics, analytics, finance, or related field. Ability to obtain and maintain a Public Trust clearance. Legal authorization to work in the United States. Ability to synthesize qualitative information, such as interviews, document reviews, and stakeholder feedback, into clear findings, along with comfort working with quantitative data and basic metrics to support evaluation. Strong commitment to professionalism, continuous learning, and relationship-building, with a strong sense of ownership and accountability for delivering high-quality work. Proficiency in Microsoft Suite (Word, Excel, Outlook, Teams, SharePoint) and document management best practices. Demonstrated ability to identify opportunities for and implement improvements to processes and workflows. Demonstrated ability to handle sensitive information with discretion and maintain confidentiality. Experience or familiarity with policy implementation in complex organizations, including translating guidance into operational processes cross-checking against applicable legislative and regulatory requirements, and supporting adoption across stakeholders. Experience or familiarity with behavioral health, mental health care systems, or suicide prevention and intervention efforts, including comfort working in sensitive, mission-driven environments.
