Job Description The Transportation Manager is responsible for the hiring, supervision and leadership of Corrections Transportation Officers. This position also oversees the maintenance of all department vehicles ensuring they are kept in good repair at all four department locations. In addition, the Transportation Manager determines when vehicles should be retired from the fleet and replaced with new vehicles. Our population consists of high-risk offenders in need of substance abuse treatment, mental health services, employment/technical skills, education, and basic life skills. Our overriding objective is to establish a stable foundation for re-entry back into the community. The ARC consists of three components to meet the specific needs of the clients: Problem-Solving Bed, Work Release and Therapeutic Community. The Problem-Solving Bed component serves justice involved individuals who do not have steady housing and/or employment; the Work Release component serves county and state inmates transitioning back into the community from job or prison, and the Therapeutic Community provides intensive substance abuse treatment for clients with extreme substance abuse issues. ARC has an open campus environment that is different than traditional correctional facilities because clients work in the community and resides at the ARC until their release. Leads the development of a High Performing Organization through active demonstration of the county's Pillars of Performance, encouraging leadership and empowerment at all levels of the organization; dedicates QII activities for self and staff; actively mentors, coaches and collaborates with employees to enhance the county mission and vision keeping in mind the common goal of leaving our community better than we found it. Oversees transportation services for Adult Residential Center residents to and from work, treatment, court or other approved locations; prioritizes transportation needs and requests on an ongoing basis; coordinates routes to promote efficiencies and regularly reviews routes to meet the needs of the facility and residents; utilizes the County AIMS division to develop routes for drivers; explores alternative avenues for the transportation of residents to maximize spending efficiency; dispatches and routes Transportation Officers on assignment and provides appropriate communication while away from the Residential Center; works with Resource Development Unit, Case Managers, and Operations staff on transportation issues; coordinates with Operations Commander to communicate employee leave and ensure coverage of transportation routes; fills in on transportation routes when needed; regularly reviews operations to ensure compliance with local, state, and federal laws, county and departmental policy and procedures, and KDOC, ACA, and KDADS standards as well as other applicable standards; ensures compliance with safety standards and policies and provides training to departmental staff when needed; works with community organizations and representatives including FMA-Risk Management, the Courts, District Attorney's Office, Law Enforcement, attorneys and the general public to ensure effective communication and positive relationships. Reviews and prepares reports; ensures that all accident reports are properly prepared and forwarded to the appropriate departments; ensures documentation for transportation of residents is up to date and available to both residents and staff; collects and compiles Daily Vehicle Inspection Reports and Travel Log/Itineraries; coordinates with the Policy and Compliance Manager on the collection of ACA documentation to maintain on-going compliance with ACA standards; reviews and inspects subordinates' Informational Reports, Inspection forms, disciplinary reports, and any other required documentation; answers incident reports and grievances for transportation and food services operations; completes monthly reports on supervisory, maintenance, repair, and food services; participates in the development and implementation of departmental policies and procedures. Coordinates maintenance and upkeep of department fleet of approximately 30+ vehicles in conjunction with County fleet services; prioritizes repairs and places work order requests for maintenance/repair assistance; recommends vehicle replacements and assists in the annual vehicle replacement schedule preparation; ensures KDOC, ACA, KDADS, and County vehicles maintenance standards are followed; creates annual fleet report and presents to leadership; utilizes fleet management system to document and track vehicle mileage, fuel, service and repair information; ensures updated documentation and supplies are maintained in each vehicle; Oversees and manages the full lifecycle of grant-funded vehicles, including purchase, acquisition, coordination, and documentation, ensuring compliance with all applicable grant requirements and County policies; visits each Corrections location monthly and meets with assigned staff regarding vehicles issues and needs; orders supplies for vehicles and food services; communicates and coordinates with departmental accounting staff regarding vehicle Wex card needs and cancellations; coordinates with departmental accounting staff regarding vehicle transfers, purchases, and retirements; coordinates payment of food services bill. Acts as liaison with food services contractor; completes walk through inspections on a monthly basis; works with kitchen manager to resolve operational or staff concerns; address or kitchen facility issues; follows up to ensure all issues have been addressed; coordinates the purchase and acquisition of new kitchen equipment, ensuring alignment with operational needs and budget requirements and oversees the regular maintenance and cleaning of kitchen equipment to ensure safety, functionality, and compliance with applicable standards. Job Requirements Minimum Job Requirements Associate's degree in the following field(s) of study: Criminal Justice, or related experience. Three (3) years of Corrections, transportation or relevant experience. Education can be substituted for experience. Preferred Job Requirements Two (2) years leading, directing, supervising, or coordinating the work of others. Physical, Environmental, and Special Working Conditions Exposure to extreme temperatures. Lifting up to 50 pounds. Shift work, hours may vary. Safety-sensitive job. Travel up to 25% of time in Johnson County.
