Junior Budget AnalystWichita Tribal Enterprises (WTE), a Quivera Enterprises company, is seeking a Junior Budget Analyst. The Junior Budget Analyst serves as an early-career financial and budget analyst responsible for supporting budget formulation, execution, reconciliation, forecasting, and financial reporting activities. This position examines operating budgets to determine whether funds have been appropriately allocated, maintains financial and trend data, and prepares reports, graphs, analyses, and forecasts to support informed financial decision-making and the efficient stewardship of public funds.The Junior Budget Analyst supports the integration of business and financial management processes and assists with legislative appropriations requests, fiscal notes, analyses of legislation, agency budget instructions, and other financial management activities. The position requires an understanding of government financial management practices and familiarity with government contracting environments.This is an onsite position with no remote work option. Employees are expected to work onsite five (5) days per week unless working an approved 9/80 schedule. Core working hours are 9:00 a.m. to 3:00 p.m.Key ResponsibilitiesPrepare, analyze, reconcile, and submit monthly financial reconciliation reports and Full-Time Equivalent (FTE) reports.Research, compile, validate, and analyze financial, budgetary, personnel, and operational data.Review and maintain financial reports required for month-end and year-end close activities.Monitor budgets, obligations, expenditures, and available funding to identify potential discrepancies or funding concerns.Identify, research, reconcile, and resolve budget discrepancies related to financial and personnel transactions.Advise and assist staff with routine budget-related inquiries and financial management processes.Calculate and prepare journal entries, reallocations, and other financial adjustments necessary to resolve discrepancies.Assist with developing and establishing annual operating budgets for the upcoming fiscal year.Analyze financial reports, historical expenditures, revenue trends, and other financial data to support budget development and forecasting.Assist with preparing budget forecasts, trend analyses, graphs, reports, and financial presentations.Participate in meetings with leadership and other stakeholders regarding budget planning, execution, and financial performance.Assist with the annual cash transfer process, including researching and reviewing reports and preparing required journal entries.Review and process applicable overrides for vouchers, requisitions, purchase orders, and related financial transactions in accordance with established procedures.Assist with legislative appropriations requests, fiscal notes, analyses of legislation, and agency budget instructions as required.Support cost estimating, business case analysis, and other financial management activities.Review financial products and procedures for compliance with applicable Government requirements, accounting principles, policies, and system standards.Provide guidance and financial information to Budget Analysts, program personnel, and other stakeholders as appropriate.Maintain accurate financial documentation and records in accordance with organizational and Government requirements.Perform other related duties as assigned.Required QualificationsEducationBachelor's degree in Accounting, Finance, Business Administration, Economics, or a closely related field.ExperienceZero (0) to four (4) years of relevant experience in budgeting, accounting, financial analysis, financial management, or a related field.Familiarity with government contracting and/or public-sector financial management preferred.Entry-level candidates with relevant education, internships, or applicable financial experience are encouraged to apply.Knowledge, Skills, and AbilitiesGeneral understanding of budget formulation, execution, cost estimating, reconciliation, forecasting, and financial administration processes.Ability to monitor and track obligations and expenditures of funds.Ability to identify, research, reconcile, and resolve financial and budget discrepancies.Ability to analyze financial information and provide accurate, timely, and meaningful reporting to decision-makers.General understanding of accounting principles and financial management practices.Familiarity with financial management, business case analysis, cost estimating, and related financial requirements.Understanding of the relationship between financial management requirements, business processes, and automated financial systems.Ability to evaluate financial data for accuracy, completeness, and compliance with established procedures.Strong analytical, quantitative, and problem-solving skills.Strong attention to detail and commitment to accuracy.Effective written and verbal communication skills.Ability to organize and prioritize multiple assignments while meeting established deadlines.Ability to work independently and collaboratively within a team environment.Proficiency with Microsoft Office applications, particularly Microsoft Excel.Working knowledge of Microsoft Power BI is preferred.Special RequirementsU.S. Citizenship required.Must possess and maintain a valid driver's license.Must successfully complete required background investigation and drug screening.Must have the ability to obtain and maintain the required Government security clearance, suitability determination, or other customer-specific access requirements.Must sign and comply with applicable Confidentiality Agreements.Must sign and comply with required Non-Disclosure Agreements (NDA) and Organizational Conflict of Interest (OCI) requirements associated with NASA or the applicable federal customer.Must maintain confidentiality regarding company, customer, program,
