Senior Executive Analyst - OEDCA (Finance Manager - Workforce and Talent Development)

Role Summary This position is a Senior Executive Analyst (Finance Manager) responsible for the fiscal unit of the Workforce and Talent Development Division. The role includes accounting, budgeting, and grant management functions for the division, planning, organizing, directing, and reviewing the work of accounting staff in accounts payable, accounts receivable, program costings, timekeeping, program audits, program budgets, state reporting, grant management and compliance, and general ledger functions. The Finance Manager formulates policies, designs, plans, implements, evaluates, and modifies programs, prepares and implements budgets, analyzes programmatic practices, and develops recommendations for operational, policy, and procedural improvements. The Finance Manager presents budget and reports to management and stakeholder meetings. Education and Experience Education: Bachelor’s Degree from an accredited college or university in Accounting, Finance, or Business Administration, or a closely related field. Experience: At least four (4) years of professional level analytic and/or administrative experience. A Master’s Degree in public administration, business administration, or related field is preferred (can substitute for one year of experience). A CPA certification is also preferred. Accounts Payable & Accounts Receivable Oversight: Manage the full cycle of accounts payable and receivable to ensure timely vendor payments and grant reimbursements. Purchasing & Procurement: Direct all purchasing activities, ensuring compliance with federal procurement standards and local policies. Budgeting, Forecasting, & Cash Management: Lead development of complex budgets, perform variance analysis and long‑term projections, and monitor cash flow. Audit Mastery & Compliance: Lead preparation for internal and external audits, state monitoring, and single audits, ensuring compliance with WIOA fiscal regulations. Monitoring & Risk Mitigation: Strengthen fiscal monitoring systems and internal controls to mitigate risk and improve operational efficiency. Technical Expertise – Grants Management Prospect Evaluation: Monitor emerging grant opportunities and evaluate feasibility, sustainability, and strategic value. Strategic Feasibility: Ensure alignment between proposed activities, staffing structures, service delivery models, and fiscal capacity. Proposal Development: Assist in developing competitive grant proposals with detailed budgets and fiscal justifications. Financial Modeling: Create models and funding projections tied to grant implementation. Grant Compliance: Ensure accuracy of grant submissions, reporting, and audit requirements. Post‑Award Implementation: Support fiscal setup for new awards with the following: Budget setup and allocation structures. Expenditure tracking systems and controls.
