The primary purpose of this position is: To serve as a Security Specialist within the Headquarters Air Force Office of Special Investigations (AFOSI), Information Protection Office. The incumbent is responsible for the development, planning, oversight, administration, management, implementation, accreditation, and enforcement of one or more of the security-related disciplines (personnel, industrial, physical) that affect accredited classified facilities such as Secret Open Storage Areas (SOSAs), Sensitive Compartmented Facilities (SCIFs) and Special Access Facilities (SAPs) within AFOSI.

DUTIES

• Incumbent serves as a Security Specialist for one or more security programs (e.g., Special Security, Personnel, Physical, Information, Industrial and their associated training requirements).
• Develops goals and objectives that integrate organization and security management objectives.
• Provides oversight and direction for assigned Security Program(s) in accordance with applicable DoD and USAF directives.
• Implements local policies and procedures for the classification and protection of classified national defense and other sensitive information originated or controlled by supported activities.
• Manage and Evaluates Security Programs. Administers the SCI security program to include security oversight for SCIFs and AFOSI cognizance. Manages the personnel security program. Reviews and reports all derogatory information involving SCI indoctrinated personnel.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 , or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of security concepts, Executive Orders, Department of Defense (DoD) Directives, regulations, and manuals governing Information, Physical, Personnel and Industrial Security Programs, knowledge of organization's unique mission requirements to multiple federal agencies, joint services, state, and local governments, to develop, define and direct required security principles and practices. Exercises a high degree of expertise in analysis and resolution of very complex and sensitive problems related to the handling, safeguarding and transmission of classified and operationally sensitive information and material throughout the United States, Foreign Countries and in austere, remote, and potentially hostile environments. Possesses an in-depth knowledge of the utilization, accreditation, maintenance and upkeep of classified communication and data transfer systems. Experienced in the handling, safeguarding, and reporting of sensitive activity programs, Sensitive Compartmented Information (SCI) and Top-Secret processing and accountability. Applies extensive knowledge in performing risk analysis surveys of facilities, structures, and environments. Uses expert knowledge to develop policies, procedures and provide guidance, recommendations, and assistance.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Comprehensive knowledge of security concepts, principles, and practices to plan and implement security procedures;and to review, analyze, and resolve difficult and complex problems for a multi-functional security program (i.e., physical, industrial and information security) within the organization.
2. Detailed knowledge of security incident handling, to include computer incidents and incidents caused by human error and negligence. In-depth knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to maintain an efficient and effective security program.
3. Practical knowledge of DoD, DIA, and other Air Force missions, functions, goals, and objectives.
4. Ability to effectively write and orally communicate security information to various audiences, to include staff and management. Ability to establish effective professional working relationships with coworkers, contributing to a cooperative working environment and successful accomplishment of the mission.
5. Ability to interact with personnel at all levels of command in all kinds of situations, to include processing very sensitive information about personnel, handling alarm activation's, interfacing with civilian, federal, and military police forces, and keeping calm in emergency situations.
6. Ability to effectively plan, assess, monitor, and use various computer programs with diverse applications. Ability to instruct students on a variety of topics crucial to today's Air Force, to include areas in security management, risk assessment, force protection, and information operations.

OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION ARE:

1. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

2. Work will occasionally require travel away from the normal duty station on military or commercial aircraft.

3. The employee may be required to work overtime as dictated by mission requirements.

4. The incumbent must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander's designated representative(s).

5. The work requires the employee to drive a motor vehicle. An appropriate, valid drivers license is required for the position

6. Department of Defense Security Fundamentals Professional Certification is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAFIAA) or their delegated security career field representative. This certification requirement only applies to employees hired onto this position on or after 14 March 2016. Incumbent

employees assigned on or before 13 March 2016 are not required to obtain the DoD certification(s) listed above.

7. Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).

8. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
