Deputy Program ManagerWe are seeking an experienced Deputy Program Manager to lead an integrated Human Capital program supporting a federal intelligence agency. This position serves as the primary point of contact for the customer and is responsible for program operations, staffing, contract performance, quality assurance, and day-to-day execution.The Deputy Program Manager will oversee geographically dispersed Human Resources operations in the Washington, DC metropolitan area, St. Louis, Missouri, and other locations identified by the customer. The ideal candidate is a strategic, hands-on leader with extensive federal human capital experience, strong business acumen, and a proven ability to manage complex programs and customer relationships.The Deputy Program Manager must be physically present on-site each business day during normal operating hours and remain readily available to government personnel for coordination, oversight, and issue resolution.Location: Springfield, VAThis position is being recruited in support of potential future contract awards, and qualified candidates may be considered for upcoming opportunities supporting federal government clients. Work expected to start early 2027.ResponsibilitiesServe as the primary point of contact for government customers, company leadership, subcontractors, and teaming partnersLead all aspects of program management and operations, including technical, financial, contractual, staffing, and task-order response requirementsManage an integrated Human Capital program supporting locations in the Washington, DC metropolitan area, St. Louis, Missouri, and other customer-designated locationsEnsure management processes and business systems support all contractual performance requirementsProvide oversight and performance monitoring for subcontractors and teaming partnersLead the recruitment and resourcing of personnel needed to meet staffing requirements and respond to emerging taskingOversee daily program execution and internal quality-control activitiesEnsure strict compliance with Performance Requirements Summary and Quality Assurance Surveillance Plan standardsMaintain regular communication with senior company leaders, government stakeholders, and executivesProvide strategic guidance and recommendations to senior government leadershipAssess complex operational challenges and implement timely, effective solutionsManage competing priorities and make sound decisions in a high-pressure environmentBalance technical, financial, operational, and contractual requirementsLead organizational-change initiatives and support the adoption of new processes and best practicesIntroduce relevant industry standards and best practices to improve contract administration, program management, and service deliveryDevelop and present executive-level briefings, reports, performance metrics, and program updatesIdentify opportunities to improve efficiency through federal Human Resources Information System data and analyticsSupport the integration and responsible use of artificial intelligence tools within program operations, as appropriateBuild and maintain strong strategic partnerships with government stakeholdersQualificationsBachelor's degree in Human Resources, Business Administration, Public Administration, Management, or a related disciplineActive TS/SCI clearance with a current polygraphMinimum of 10 years of Human Resources experienceAt least five years of experience as a Program Manager leading a program comparable in size and scope to this requirementAt least three years of experience managing geographically dispersed Human Resources operationsAt least two years of experience leading complex federal contract transitionsDemonstrated experience managing cross-functional teams across multiple geographic locationsProven success overseeing contractor performance and quality assurance across diverse Human Resources functional areasExperience leading organizational-change initiatives and driving the adoption of new processesStrong business acumen with the ability to balance technical, financial, operational, and contractual prioritiesDemonstrated ability to communicate effectively and build relationships with senior-level managers and executivesExperience providing strategic guidance and recommendations to senior government leadersProven ability to assess complex operational challenges quickly and implement solutionsAbility to manage competing priorities, exercise sound judgment, and make decisions under pressureExperience developing and delivering executive-level briefings and reportsDemonstrated success building and maintaining strategic relationships with government stakeholdersDesired QualificationsTwo or more years of experience supporting the Intelligence CommunityExperience implementing process improvements using federal Human Resources Information System data and analyticsArtificial intelligence training or experience applying AI tools to program operationsProject Management Professional certification
