Position Summary
Reporting to senior leadership, the Procurement Specialist manages procurement and purchasing activities while supporting contract administration and supplier management initiatives.
During the first six to nine months, this position will serve as the primary point of contact for the implementation of a new Contract Lifecycle Management (CLM) program, helping design workflows, approval processes, reporting structures, and user support tools.
The ideal candidate will bring strong technical procurement expertise, exceptional attention to detail, and the ability to establish priorities under tight deadlines. Experience within refinery, manufacturing, energy, utilities, transportation, or other industrial environments is highly desirable.

Key Responsibilities

• Prepare procurement-related documents, including RFQs, RFPs, purchase orders, contract amendments, and vendor solicitations
• Coordinate procurement activities to ensure compliance with company policies and procedures
• Source materials, equipment, supplies, and subcontracted services through supplier quotations and competitive purchasing practices
• Evaluate vendors, negotiate pricing and delivery terms, and issue purchase orders
• Monitor supplier performance and expedite orders to support project schedules and operational requirements
• Coordinate shipping, receiving, freight, inventory movement, and logistics activities
• Review supplier invoices, receiving documentation, freight charges, and purchase order compliance
• Resolve billing discrepancies with vendors, project teams, and accounting personnel
• Maintain relationships with contractors, vendors, suppliers, freight providers, and service providers
• Verify vendor qualifications, licenses, permits, insurance requirements, and certifications
• Maintain procurement records, contracts, supplier files, bid documentation, and related reporting
• Serve as a key administrator and internal resource for the company's Contract Lifecycle Management (CLM) system
• Monitor procurement costs, supplier performance, delivery schedules, and contract compliance
• Identify opportunities for cost savings, process improvements, and operational efficiencies
• Collaborate with project managers, engineers, operations personnel, warehouse staff, finance, and accounting teams
• Support contract lifecycle management initiatives, workflow development, data migration activities, and user adoption efforts
• Provide administrative support on special projects and perform other duties as assigned

Qualifications

Required Qualifications

• Minimum five years of experience in procurement, purchasing, contract administration, supply chain, or related functions
• Experience managing multiple projects and competing priorities
• Knowledge of procurement best practices, purchasing procedures, contract administration, and supply chain management
• Strong negotiation and supplier relationship management skills
• Experience reviewing purchase orders, receiving documentation, and vendor invoices
• Strong organizational and analytical abilities
• Experience coordinating logistics, freight, shipping, and receiving activities
• Proficiency with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint
• Ability to maintain confidentiality and exercise sound judgment
• Strong written and verbal communication skills
• Ability to work independently while contributing effectively within a team environment
• Valid driver's license with a satisfactory driving record

Preferred Qualifications

• Experience in fuel, energy, utilities, transportation, manufacturing, refinery, or other industrial environments
• Experience with contract lifecycle management software or contract administration systems
• Experience with inventory management and logistics coordination
• Strong background in vendor management and strategic sourcing

Role Details

• Schedule: Full-time, exempt position – hybrid – 4/10’s schedule
• Work Environment: Fast-paced professional environment supporting operational and project-related procurement activities
• Travel: Local travel may be required to support operations, vendors, project sites, and business needs

Additional Requirements

• Ability to successfully pass a background investigation and drug screening
• Ability to obtain a Transportation Worker Identification Credential (TWIC) within sixty days of hire

Compensation
Compensation is determined individually based on the experience, qualifications, and expertise each candidate brings to the role.

Procurement Specialist: $85,000 - $105,000 annually

While the position is being advertised as a Procurement Specialist, final compensation will be determined based on the selected candidate's qualifications, experience, demonstrated capabilities, and overall alignment with the role.
This range is not a guarantee of a specific salary. Final compensation may vary based on education, experience, skills, internal equity, budget considerations, and other job-related factors.
