Budget AnalystCalendar and compensation CSEA Salary Schedule Range 7.2, ($74,755.47 - $105,139.46 annually) 260 day work calendar, 8 hours per day, 12 months Generous health benefit options, including several that require no employee contribution for full family coverage This position is pending modest changes to qualifications.General Description: Under general direction of the Fiscal Director or Supervisor, the Budget Analyst is responsible for effectively managing budgets. The Analyst will perform professional level accounting work and is responsible for establishing, analyzing, maintaining and auditing financial and statistical records, preparing complex accounting, budgetary and statistical reports and claims, and establishing/revising accounting procedures.Primary Responsibilities: This position will perform technical, professional accounting duties and requires application of professionally acceptable methods and procedure in addition to strict compliance with State, Federal and local requirements. Responsibilities include, but are not limited to the following:Performs a wide range of professional level accounting, financial analysis and auditing work to oversee all categorical programs.Prepares complex, recurring and special reports from various source documents.Conducts accounting audits, including preparation of written audit reports detailing findings and recommendations for categorical programs.Drafts budget preparation forms and schedules for review and approval.Performs budget research and prepares projections and estimates as assigned.Compiles, analyzes and audits budget data and completes budget allocations.Checks and reconciles accounting records to control figures.Prepares financial statements and assigns new accounts to chart of accounts.Monitors and tracks budgets of special projects, grants and categorical programs, including direct and indirect matching funds.Prepares trial balances.Sets up grant accounts in collaboration with personnel overseeing the grant.Develops detailed midyear and end-of-year accounting reports.Monitors payroll and expenditures on all grants and categorical funding.Applies internal budgetary controls.Analyzes accounting and reporting requirements of state and federally funded projects and grants and established appropriate accounts and accounting procedures.Analyzes charges to programs for conformance with categorical budgets and guidelines.Completes reports and claims with funding agencies.Maintains income and cash flow records relative to categorical funds.Advises program managers as to record keeping requirements and budget modifications for categorical programs.Compiles information and conducts assigned studies and makes recommendations.Meets with auditors to verify and substantiate financial data and reports.During auditing or monitoring periods, works as the coordinator responsible for reviewing the completeness and accuracy of each schedule or report.Inputs budgets and monitors and tracks expenditures for reporting needs of the Local Control Accountability Plan (LCAP).Prepares the Schedule for Categorical Programs, Form CAT in the Standardized Account Code Structure (SACS) software.Completes the Consolidated Application required reports in the Consolidated Application and Reporting System (CARS).Reviews monthly financial statement and makes adjustments if necessary.Begins each fiscal year prepares opening journal entry by District for Santa Clara County Office of Education (SCCOE).Performs other duties/skills related to job description as assigned.Who We Are: Campbell Union High School District, located in the heart of the Silicon Valley, is a small, close knit district committed to ensuring every student is ready for the future. Database management and data warehousing, including demonstrated proficiency in SQL. Microsoft Enterprise SQL 2012, Windows Server 2008-2012 database maintenance plans and backup optimization, and SQL user security. Applicant must demonstrate an ability and a willingness to learn these systems if not currently proficient. Cloud-based applications. Microsoft Office Suite, including demonstrated proficiency in MS Excel. Project management principles Education and Experience: Associate in Arts degree in accounting and data processing, or the equivalent supplemented by coursework or training in computer operations and data processing practices, Business or Vocational school training in accounting, data processing, or closely related course. At least five years of increasingly responsible experience involving financial record keeping, and operation of electronic data processing systems, or technical level accounting experience in which the incumbent has acquired the knowledge and abilities listed above.Working Conditions Environment: Office environment Physical Demands: Must be able to remain in a stationary position 87.5% of time. Constantly operate a computer keyboard, calculator and other office machines. Ability to communicate and accurately exchange/provide information.
