EDUCATION/CERTIFICATIONS MANDATORY

• Master's degree in a relevant field - business administration, public policy, communications, or similar comparable education.
• Project Management Institute (PMI) Project Management Professional (PMP) Certification - MANDATORY for this position (unlike the PM Specialist/SME role, where PMP is only preferred).

EDUCATION/CERTIFICATIONS NICE TO HAVE

• PMI Program Management Professional (PgMP) or Portfolio Management Professional (PfMP); ITIL; Agile/SAFe certification; FEMA grants management or NGMA Certified Grants Management Specialist (CGMS) credential; DHS/CISA records management and Section 508 training.

WORK EXPERIENCE MANDATORY

• 1. Minimum of seven (7) years in supervisory experience.
  2. Minimum of seven (7) years of demonstrated experience supporting requirements in Operations and Planning of the same size and scope.
  3. Strong interpersonal, critical thinking, communication, and writing skills.
  4. Able to provide advice and support in contract performance and management.
  5. Must be one of the senior level employees provided by the Contractor for this work effort (SOW 3.2).
  6. Must be available to the COR by telephone 0800-1700 ET, M-F, and respond to technical problem requests within 24 hours.
• The name of the Project Manager and the name(s) of any alternate(s) who will act in the PM's absence must be provided to the Government as part of the proposal. The PM cannot be replaced without prior approval from the Contracting Officer; replacement requires 15 business days advance written notice, written justification, and a substitute with equal or superior qualifications.

WORK EXPERIENCE NICE TO HAVE

• Prior DHS or CISA program management support, especially Integrated Operations Division, Regional operations, or Mission Enabling Offices; experience with the State and Local Cybersecurity Grant Program (SLCGP) or Tribal Cybersecurity Grant Program (TCGP), or FEMA grant programs and Notices of Funding Opportunity; critical infrastructure security and resilience; experience authoring and executing a Quality Assurance Surveillance Plan on a FFP services task order; OASIS+ / GWAC task order management; contract transition-in leadership; executive-level stakeholder engagement with SES/AD-level Government leadership; ServiceNow, SharePoint, MS Teams, MS Project, Power BI/Tableau; active or recent DHS Public Trust / EOD.

ROLES AND RESPONSIBILITIES

• Serve as the single point of contact for the Contracting Officer and the COR, and be responsible for all Contractor work performed under the SOW (3.2).
• Provide oversight and facilitate the execution of Tasks 2.1, 2.2, and 2.3 and all tasks in the contract.
• Provide project management, project control, and contract administration as necessary to manage the taskings in the contract (2.3.2).
• Prepare and submit a Quality Assurance Surveillance Plan (QASP) proposing measures and metrics to be tracked, services, and support on contract requirements - submitted MONTHLY (2.3.2).
• Submit a monthly progress report to the CO and COR summarizing all work performed, including a breakdown of labor hours by labor category, all direct costs by line item, technical progress, schedule status, travel conducted, and concerns or recommendations (4.10).
• Submit the Monthly Status Report (MSR) containing the staffing roster and attrition rates, prior-month progress against SOW tasks, deviation from planned progress, current-month plan, issues and recommendations, estimated vs. actual costs (cost variance), program risks and mitigations, proposed options to perform tasks more effectively, achievements, and the Contractor Personnel to GFE List with names, DHS e-mail, PIV card number and expiration, and GFE type/make/model/asset tag/serial/IMEI (4.10.1).
• Lead the Program Management Review (PMR) - initially monthly - and e-mail the PMR PowerPoint slides to the CO and COR two days prior to each scheduled meeting (4.11.1).
• Keep the COR informed of progress throughout the period of performance and review performance status and results with the COR monthly via MS Teams, telephone, or in person (4.11).
• Attend the Post Award Conference with the CO and COR no later than 15 business days after award, at 1110 N. Glebe Road or via MS Teams, and present the draft Project Plan (4.7, 4.8).
• Deliver the final Project Plan to the CO and COR no later than 10 business days after the Post Award Conference (4.8).
• Prepare and submit the Business Continuity Plan (BCP) 10 business days after award, updated annually, including emergency management procedures, employee accountability, Government communication methods, and primary/alternate points of contact with phone numbers and e-mail addresses (4.9).
• Activate individual BCPs immediately upon an emergency, achieve operational status within 8 hours, and open an effective means of communication with the COR to verify points of contact, temporary work locations, communication means, and essential work products by priority (4.9.1).
• Ensure the contractually required level of support is maintained at all times, that personnel are present for all hours of the workday, and provide e-mail notification to the COR prior to any employee absence where replacement personnel will not be provided (3.1).
• Approve in writing any telework or telecommute request for subsequent COR approval and Contracting Officer concurrence (4.4).
• Obtain COR e-mail approval in advance of every reimbursable travel event, provide cost estimates, and remain cognizant of existing obligated travel funding (4.6).
• Coordinate GFE issuance and return with the CISA Accountable Property Officer, complete DHS Form 3130 at onboarding and obtain DHS Form 560-3 at offboarding, and report all GFE in the MSR (7.2).
• Notify CISA OCSO/PSD of all terminations and resignations within five (5) days and return all CISA-issued identification cards and building passes to the COR (4.1).
• Ensure Contractor employees comply with all applicable Government regulations, policies, and procedures, present a professional appearance, identify themselves as Contractors, and understand and abide by DHS rules concerning safety and security (3.3, 3.4).
• Manage transition-in from the incumbent operational environment and execute the company's contingency and continuity of operations plans.Direct the Project Management Specialist (SME) serving as Task Lead, who performs the duties of the Project Manager in the PM's absence (3.0).
