The ideal candidate for this position will be an experienced grants professional skilled in award administration, recipient monitoring, audit resolution, compliance, technical assistance, project coordination, and stakeholder engagement.

What will I do in this position if hired?

In this position, you perform grants management work that includes implementing and managing Federal grants and cooperative agreements and provided related technical assistance and services.

Typical assignments include:

  • Reviewing grant and cooperative agreement applications for completeness, eligibility, financial adequacy, and compliance with established regulatory requirements, official federal policies, and procedures.
  • Preparing, processing, issuing, amending, tracking, and closing grant awards, including award letters, agreement articles, special conditions, obligating documents, extensions, budget changes, and de-obligations.
  • Monitoring recipient performance through desk reviews, on-site reviews, report analysis, risk assessments, corrective action follow-up, and compliance with award terms and federal requirements.
  • Analyzing audit findings, developing and tracking corrective action plans, preparing management decision letters, and recommending actions to resolve questioned or ineligible costs.
  • Providing technical assistance, guidance, coordination, and liaison support to internal program offices, grant recipients, State, Tribal, local officials, and other stakeholders on grants management requirements.

At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Promotion Potential : Future promotions will be dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and administrative approval.

Key Requirements:

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The qualification requirements listed below must be met by the closing date of this announcement.

To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

GS-11 Grade Level
  • Reviewing grant applications, documentation, recipient information. AND
  • Identifying grants compliance issues and supporting corrective actions. AND
  • Assisting with grant award administration, (i.e., preparing documents, processing amendments, tracking, and supporting closeout activities).
OR

3 full years of progressively higher-level graduate education leading to such a degree

OR

LL.M., if related

OR

Combination of education and experience.

To qualify for this position at the GS-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:

GS-12 Grade Level:
  • Managing the full life cycle of grants and cooperative agreements (i.e., application review, eligibility determinations, award negotiations, obligation, and amendments). AND
  • Leading grant processes including recipient monitoring and risk assessment, (i.e., audit resolutions and analyzing complex financial information). AND
  • Advising program stakeholders on grants management laws, regulations, and policies.
