Opportunity Overview SHINE Systems is actively building a pipeline of qualified professionals to support a multi-disciplinary government contract encompassing technical and project management support services. Positions span the full program lifecycle — from planning and design through execution, quality assurance, and closeout — across a range of functional areas including program/project management, facilities, engineering, financial analysis, space planning, and IT support. Multiple labor categories are anticipated, ranging from entry-level support roles to senior program managers and subject matter experts. We are seeking professionals who hold active TS/SCI clearances; certain positions will additionally require a Counterintelligence (CI) Polygraph and/or professional certifications. Functional Areas & Representative Roles Specific openings will be drawn from the following functional categories: Program & Project Management Program Managers (I–II and Senior) Contract Lead and Deputy Contract Lead Program Managers Project Managers (I–V) and Senior Project Managers Project Support and Production Control / Knowledge Management professionals Facilities, Operations & Construction Facility Managers and Facility/Security Project Managers Operations Managers Construction Project Managers Furniture Project / Installation Managers and Furniture Program Managers Facility Condition Assessment (FCA) Subject Matter Experts Real Property Accountable Officers (RPO) and Real Property Audit Support AutoCAD Administrators and Technicians Engineering & Design Licensed Engineers / EITs: Mechanical, Electrical, Structural, Fire Protection, and Civil Interior Designers and Space Planners Cost Estimators and Quality Assurance Professionals Financial, Budget & Audit Support Senior Financial / Budget Analysts and Audit Support Specialists Resource Management and Financial Analysts Information Technology & Systems Network Specialists and IT Project Support Technical Information Technology Project Managers Project Support – Information Technology ARCHIBUS Subject Matter Experts and ARCHIBUS Support Specialists Security & Subject Matter Experts Security Managers Subject Matter Experts (various domains) Overseas Project Senior Managers (select positions) Key Responsibilities (Pending role assigned) Supporting project planning, execution, monitoring, and closeout across facilities and technical programs Conducting technical assessments, facility condition evaluations, and engineering design reviews Performing budget analysis, financial reporting, and audit support for government programs Managing real property records, space planning, and facility lifecycle activities Providing production control, knowledge management, and schedule coordination support Administering ARCHIBUS or other facility management systems; supporting data integrity and reporting Developing AutoCAD drawings, as-built documentation, and construction management support Designing interior spaces and supporting furniture acquisition and installation programs Supporting IT infrastructure, network operations, and technical project management Preparing briefings, status reports, and decision-support products for senior government stakeholders Required Qualifications Active TS/SCI security clearance (required at time of hire) CI Polygraph required for select positions; willingness to obtain if not currently held is a plus Relevant professional certifications may be required for specific labor categories (e.g., PMP, PE/EIT, ARCHIBUS, CAPM) Bachelor's degree in a relevant field (engineering, architecture, business, IT, or related discipline); equivalent experience considered Demonstrated experience in one or more of the functional areas described above Strong written and verbal communication skills; ability to prepare and present products to government clients Proficiency in relevant tools (e.g., Microsoft Office Suite, AutoCAD, ARCHIBUS, project scheduling software) Desired Qualifications Prior experience supporting federal government or intelligence community clients PMP, PE, EIT, or other relevant professional certification Experience with ARCHIBUS Integrated Workplace Management System (IWMS) Knowledge of federal real property regulations, facility standards, and space planning guidelines Experience supporting overseas or contingency facility programs Familiarity with federal budget and appropriations processes This position is contingent upon the successful award of a contract. Compensation & Pay Scale Determination: The final salary offered will be based on the awarded contract funding and the selected candidate’s experience, education, and geographic location.
