Service Navigator II for Youth

Non-exempt (compensatory and/or overtime eligible); full-time; 40 of hours worked; Monday-Friday 8:00 a.m.-5:00 p.m.; full benefits; grant funded The Services Navigator for Youth (Ages 16-24) supports RAP Program participants by helping young adults access services, develop goals, build life and career readiness skills, and successfully navigate community resources. The Navigator provides individualized guidance, facilitates connections to education and employment pathways, coordinates outreach, manages caseloads, oversee waitlist processes, and contributes to data collection and program improvement. Supervision is received from the Human Services Manager. For external hires, offers are made at the base wage rate. Advocate for young adults’ needs by providing guidance, informal counseling, and referrals to appropriate community agencies and supports Manage a caseload of youth ages 16-24, ensuring they are connected with RAP services, community programs, and employment/education pathways Provide coaching in areas such as interpersonal communication, health and safety, workplace readiness, financial literacy, and independent living skills Offer support to participants engaged in career readiness, GED preparation, ESOL, parenting education, and other center-based activities Assist youth in identifying strengths, setting personal, educational, and career goals, and track their progress toward those goals Monitor developmental and life skills milestones relevant to older adolescents and young adults Develop and implement community engagement strategies that strengthen connections between youth and essential community resources Identify gaps in youth-focused services and help shape program improvements to increase accessibility and effectiveness Participate in waitlist planning and implementation to maximize youth enrollment and service capacity Conduct data collection, tracking, and analysis to support program evaluation and service enhancement Complete required Maryland Family Network and Family Partnership intake and documentation Participate in mandatory and optional trainings, webinars, and professional development Support outreach activities and community events that engage young adults and promote RAP services Transport youth participants using a County vehicle when needed Maintain accurate computerized files, daily logs, progress notes, and service outcomes Perform other duties as assigned To perform this job successfully, an employee must be able to perform all essential functions satisfactorily. Associate's degree in human services, social work, public administration, or a related field 3 years of experience in family support services, social work, or a related human services field Possession of a valid Driver’s License Substitutions for the above-listed required education and experience are a Bachelor’s Degree with 1 years experience as described above.

KNOWLEDGE/SKILLS/ABILITIES

A successful incumbent operating in this role displays the following: Ability to obtain and maintain First Aid and CPR (infant/child and adult) certifications within 90 days of hire Advanced knowledge of youth social services and social programs available in Frederick County Advanced knowledge of youth related programs, service networks, and community services Strong and effective spoken and written (English) communication skills, including the ability to make public presentations Skilled in customer service Strong math and record-keeping skills, including the ability to accurately compile and review fiscal and statistical information and create clear, concise reports Ability to assess youth needs, identify risks, and collaborate as part of a team Ability to obtain a Frederick County Employee Driving Permit Ability to effectively implement a human services program Ability to gain and maintain all required certifications Ability to effectively utilize and administer the grant application process Ability to solve problems and assist people with a variety of concerns on a daily basis Ability to access and use computerized systems and equipment including MS Excel and Power Point Ability to develop and maintain working relationships with co-workers and the general public, with special sensitivity to the needs and priorities of older individuals

PREFERENCE MAY BE GIVEN FOR:

Experience providing case management, advocacy, mentoring, or supportive services to youth ages 16-24. Experience working with at-risk, underserved, or vulnerable youth populations. Bilingual Language Skills

PHYSICAL REQUIREMENT/WORKING CONDITIONS:

While working in this position the employee is required to constantly sit, walk and drive. While working in this position the employee is required to constantly work indoors and occasionally work outdoors.
