Overview This posting is being used to fill various Engineer positions at the specified location. The authorized level of the position is Engineer V. Applications are being accepted down to the Engineer IV in the event of recruiting difficulties. Salary The posted salary range indicates potential compensation, not necessarily starting salary. New external hires typically begin at the initial step. Placement above the initial step may be considered based on position requirements, exceptional qualifications, budget availability, and other relevant factors, all requiring prior approval. Current Hawaii State Department of Education employees will be placed according to Department regulations and applicable collective bargaining agreements. Positions and salary examples: Engineer IV, EN-24: $8,465.00 - $10,804.00 per month Engineer V, EN-26: $9,141.00 - $11,669.00 per month Responsibilities Positions that serve as technical experts in a specialized area or program function perform staff advisory, consulting and reviewing duties and direct and work with a staff of specialists as assigned in long-range planning, research and/or development of specific projects, programs and functions. Supervisory positions initially review projects received, plan methods of approach and assign work to employees supervised; keep informed on latest developments in the area of specialization; advise employees on current data; solve engineering problems; coordinate work with related projects; review technical reports and project data submitted by subordinates for technical accuracy and feasibility; prepare budget estimates; perform personnel management functions; initiate and prepare technical reports and correspondence. Basic Education/Experience Requirements All applicants must meet one of the requirements specified in A, B or C below: A. Graduation from a school of engineering in an accredited college or university. Note: For some positions, graduation from an accredited college or university with a degree in physics, mathematics or chemistry may be accepted as qualifying, provided the applicant has had at least 15 credits in engineering sciences, common to all engineering disciplines, e.g. thermodynamics, statics, electrical science, applied mechanics, engineering drawing, strength of materials, etc. B. Administrative, professional or technical experience involving the application and knowledge of the fundamental physical and mathematical sciences underlying professional engineering including physics, chemistry, mathematics through integral calculus and engineering sciences such as statics, dynamics, strength of material, thermodynamics, fluid mechanics and engineering drawing and other specialized courses to one of the branches of engineering. Such experience must be substantially equivalent to the knowledge and understanding gained by completion of a college training leading to a Bachelor's degree in engineering. C. A combination of college training in engineering and experience mentioned in B substantively equivalent to completion of a college training leading to a Bachelor's degree in engineering. Experience Requirements Except for the substitutions provided for in this specification, applicants must have had progressively responsible experience of the kind and quality described below and in the amounts shown in the following table. Engineer IV — Engineering Experience: 3 years; Supervisory or Staff Advisory Experience: 0; Administrative Experience: 0; Total Experience: 3 Engineer V — Engineering Experience: 4 years; Supervisory or Staff Advisory Experience: minimum 1 year or indicated as required; Administrative Experience: 0; Total Experience: 4 *For the Engineers IV and V levels, at least one year of the required engineering experience must have been experience comparable to the next lower level. For the Engineer V level, supervisory potential rather than actual supervisory experience may be accepted. Supervisory potential or the ability to perform supervisory duties will be considered to have been met when there is strong evidence of the necessary supervisory aptitudes as demonstrated by outstanding performance on special assignments or related development activities. Engineering Experience Progressively responsible professional engineering which required the knowledge and application of the basic physical and mathematical sciences and the engineering sciences to the solution of theoretical or practical engineering problems. Examples of qualifying professional engineering experience include: Development and design of machines, equipment, structures or systems or preparation of development/design/construction specifications. Original research in engineering or engineering applications of physical and scientific principles. Administration of engineering programs and projects, including requirements analysis, study of technical feasibility and cost, and directing problem-solving approaches. Interpretation of system requirements for physical facilities and development of standard procedures for operational use or maintenance. Evaluation or investigation of engineering projects, structures or devices. Production, construction, regulation and testing when they involve engineering considerations and decisions. Note: In some cases, non-professional experience may be accepted in lieu of professional engineering experience if it contributed directly to engineering competence. Quality of Experience For Engineers IV and V, at least one year of experience must be comparable to the next lower level. The applicant's record must show the ability to perform the duties of the position. Substitutions Allowed Substitution of a Master's Degree in Engineering for Engineering Experience: One year of Engineering Experience may be substituted by a Master's degree in a pertinent engineering field. Substitution of Supervisory, Staff Advisory or Administrative Experience for Engineering Experience: Excess Experience of these types may be substituted for Engineering Experience on a year-for-year basis, with details described in the original specification. Substitution of Administrative Experience for Supervisory or Staff Advisory Experience: Excess Administrative Experience may be substituted for Supervisory or Staff Advisory Experience on a year-for-year basis. Professional Engineering License & Driver's License Professional Engineering License: For Engineer IV and higher levels, applicants must possess a Hawaii State Certificate of Registration as a professional engineer. Driver's License: Applicant must have a current, valid driver's license. Salary & Requirements The advertised salary is based on full-time employment and includes applicable differentials. Applicants must meet all requirements for the position as of the date of the application. Calculation of experience is based on full-time, 40-hour weeks; part-time experience is pro-rated. Temporary Assignment Temporary Assignment (TA) experience may be considered to meet minimum qualifications if verified. Acceptable verification options include TA History Report, supervisor letter with TA details, or SF-10 forms. Documents Attach all relevant supporting documents to your application.
