Streets & Drainage Superintendent

City-of-Buda,-Tx

The Streets Superintendent plans, directs, and evaluates the operations of the Streets, Drainage, and Right-of-Way divisions within the Public Works Department to ensure City infrastructure and public rights-of-way are safe, functional, compliant, and maintained in a cost-effective manner. The position provides leadership to assigned personnel; manages maintenance, repair, and improvement programs; administers budgets, contracts, equipment, and materials; coordinates with internal and external partners; and responds to public concerns and emergencies. This position reports to the Assistant Director of Public Works and is subject to after-hours call-out for roadway, drainage, severe-weather, and other Public Works emergencies. The following duties are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or logically assigned to the position. Education and Experience: High school diploma or equivalent, supplemented by seven (7) years of progressively responsible experience in municipal street, drainage, right-of-way, public works construction, maintenance, or a closely related field, including at least three (3) years of supervisory or management experience. An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered. Special Qualifications: Valid State of Texas Class “C” driver’s license within 90 days of hire with an acceptable driving record. Knowledge of: Principles and practices of municipal street, pavement, curb, sidewalk, drainage, and right-of-way maintenance, repair, and minor construction. Methods, materials, vehicles, heavy equipment, tools, and work practices used in streets, drainage, vegetation management, traffic-control, and right-of-way operations. Supervisory and management practices, including work planning, employee development, performance management, and organizational leadership. Applicable federal, state, and local laws, regulations, codes, ordinances, standards, and permit requirements governing assigned Public Works activities, including stormwater and environmental compliance. Texas Manual on Uniform Traffic Control Devices requirements and safe work-zone traffic-control practices. Occupational safety principles, hazard identification, incident prevention, emergency response, and the proper selection and use of personal protective equipment. Municipal budgeting, purchasing, contract administration, inventory control, and equipment replacement planning. Infrastructure inspection, asset management, preventive maintenance, work-order systems, recordkeeping, and performance measurement. Construction plans, specifications, cost estimates, schedules, and quality-control practices applicable to assigned infrastructure. Skill in: Planning, prioritizing, coordinating, and evaluating multiple crews, projects, service requests, and emergency assignments. Leading, supervising, coaching, and evaluating employees while promoting teamwork, accountability, safety, and customer service. Inspecting infrastructure and work sites; identifying deficiencies and hazards; and determining appropriate maintenance, repair, or corrective action. Reading and interpreting construction plans, technical specifications, maps, regulations, contracts, budgets, and operational reports. Estimating labor, equipment, materials, quantities, schedules, and costs for maintenance and construction activities. Using computers, mobile devices, work-order or asset-management systems, geographic information systems, and standard office software to maintain records, analyze data, and prepare reports. Communicating clearly and professionally, verbally and in writing, with employees, City officials, contractors, agencies, residents, and other stakeholders. Ability to: Exercise independent judgment, make sound operational decisions, and respond effectively to changing priorities, field conditions, and emergencies. Develop and implement work plans, procedures, service standards, and performance measures that support safe, efficient, and compliant operations. Build effective working relationships, resolve concerns, manage conflict, and coordinate work across departments and organizations. Manage budgets, contracts, purchases, inventory, and other City resources accurately and responsibly. Work independently, maintain confidentiality when required, organize detailed records, and complete reports and administrative responsibilities within established deadlines.
