Senior Network Analyst

Job Description Join Santa Clara Valley Transportation Authority (VTA) and play a key role in maintaining and advancing the network infrastructure that supports critical transit operations across the region. VTA is seeking an experienced Senior Network Analyst to lead and participate in the design, implementation, and maintenance of enterprise network systems including LAN, WAN, and wireless infrastructure. This role serves as a technical leader responsible for analyzing network performance, troubleshooting complex issues, supporting network security initiatives, and leading network‑related projects. The Senior Network Analyst will work closely with internal teams, vendors, and consultants to improve network performance, enhance system reliability, and ensure secure and efficient connectivity across VTA’s technology environment. About The Technology Department The Technology Department strives to provide the highest quality technology‑based services and solutions, in the most cost‑effective manner, to facilitate the needs of our customers within VTA and the customers VTA serves. Definition Under direction, the Senior Network Analyst leads and participates in the work of staff responsible for the installation, layout, and maintenance of all network components. Activities include planning, designing, analyzing, and providing technical support for data communications networks or group of networks. Additionally, this position conducts research and evaluation of network technology and recommends purchases of network equipment. Distinguishing Characteristics This is the advanced journey-level in the Network Analyst series. Positions at this level are distinguished from other classes in this series by the level of responsibility assumed, in‑depth knowledge about the business area, and complexity of the duties assigned. The Senior Network Analyst performs project‑lead functions including assigning work, delegating assignments, and reviewing the work of others. Incumbents at this level perform the most difficult and responsible types of duties assigned to classifications in this series including serving as project lead over staff responsible for analyzing network performance and improving network operations and efficiencies, network security, intrusion protection, and performing the full array of installation and troubleshooting duties. This series is distinguished from the Information Systems Analyst series by its focus on, and specialization in, the performance of tasks related to deploying, monitoring, analyzing, and managing VTA’s computer networks and internet connections. The Ideal Candidate The ideal candidate is a highly skilled network professional with strong experience supporting enterprise‑level LAN, WAN, and wireless network infrastructure. This individual has demonstrated expertise in configuring and troubleshooting network equipment such as routers, switches, firewalls, and wireless systems, while ensuring optimal network performance and security. The successful candidate will have experience analyzing network traffic, identifying performance issues, and implementing effective solutions that improve network reliability and efficiency. They will also have experience leading or coordinating network‑related projects, working with vendors and consultants, and documenting network configurations and procedures. In addition to strong technical expertise, the ideal candidate demonstrates the ability to guide and support technical staff, communicate complex technical concepts clearly, and collaborate effectively across departments. Experience implementing network security measures and protecting enterprise systems from potential threats is highly desirable. About VTA The Santa Clara Valley Transportation Authority employs more than 2,000 people dedicated to providing solutions that move Silicon Valley. VTA is Santa Clara County’s authority for transit development and operations (light rail and bus), congestion management, transportation‑related funding, highway design and construction, real estate and transit‑oriented development, and bicycle and pedestrian planning. Essential Job Functions Lead and participate in the work of staff in managing projects including directing small to large network projects Train customers, staff, and others as needed in a formal setting, in a group, or one‑on‑one Coordinate, configure, install, and maintain local area, wide area, and wireless networks Measure volume and performance of network traffic Analyze network problems and implement solutions Monitor network operations and configurations to identify opportunities to improve network performance Review and evaluate work products, methods and procedures, and identify and resolve problems Develop and implement system improvements to enhance operating efficiencies Identify equipment requirements and develop specifications for enterprise network designs Install, maintain, and upgrade control program software for routers, bridges, switches, firewalls and other network equipment Recommend and install additional and replacement routers, bridges, switches, firewalls, and other network equipment Document installation and configuration procedures Communicate project status, resolving project issues, problems, and changes and prepare project status reports Manage projects using VTA personnel, consultants, and vendors, as needed Monitor project expenditures and purchase equipment, recommending adjustments as necessary Ensure that network projects are completed and meet the required objectives Monitor and validate the security of VTA networks and combat security intrusions Coordinate with vendors, consultants, and VTA staff as needed Maintain technical and functional competency in the applications utilized by the assigned department Perform related duties as required Minimum Qualifications Sufficient training, education, and experience maintaining computer networks to demonstrate possession of the required knowledge, skills, and abilities Graduation from an accredited college or university with a four‑year degree in computer science or a related field Four (4) years of increasingly responsible experience performing technical and analytical tasks in support of local area, wide area, and wireless computer network systems Knowledge Of Thorough understanding of the operational characteristics of local area, wide area, and wireless computer network systems Data communication and network principles Methods and techniques used in data processing Methods and techniques used in local area, wide area, and wireless network design Principles and practices of maintaining and managing networks Advanced computer network troubleshooting techniques Principles and practices of network security Methods and techniques for analyzing a variety of network operation and maintenance problems and concerns Diagnostic utilities used in a multi‑platform environment Project procurement process in the public sector Work planning and project management techniques Principles and practices of lead supervision and training Ability To Lead and direct the work of subordinate personnel Configure and install local area, wide area, and wireless networks Evaluate network performance problems and develop cost‑effective solutions Troubleshoot complex network operating and maintenance problems Manage and support VTA's local area, wide area and wireless networks Analyze and assess cost effectiveness of system improvements and enhancements Integrate LAN, WAN, and security and management tools into an enterprise solution Multitask with a strong attention to detail and shift from one project to another when priorities change Train customers, staff and others, as needed Prioritize complex and demanding workloads and team schedules Prepare and present comprehensive and clear reports and recommendations Conduct a project procurement process in the public sector Manage multiple projects involving personnel from several departments, as well as consultants and vendors Organize work and manage time effectively Work irregular hours, weekends, and holidays including on‑call (24/7/365) Establish and maintain effective working relationships with those contacted in the course of work Equal Employment Opportunity VTA is an equal employment opportunity employer.
