About this Role The Manager, Land Rights Acquisition is a senior field-facing leadership role within Quanta Infrastructure Services Group (QISG), reporting directly to the Director, Land & Environment PMO (PMO). This role serves a dual mandate: as a Regional Lead, the Manager holds primary accountability for client relationships, team performance, and portfolio oversight within a defined project portfolio; and as a functional specialist, the Manager oversees all aspects of land rights acquisition strategy – including preparing pursuit materials and costs, managing acquisition project managers assigned to discrete projects, overseeing Quanta operating companies (OpUs) and/or teaming partners performing land rights scope – across transmission, substation, and related infrastructure projects. A key pillar of this role is to bring consistency to project execution, to protect project schedules, and continually leverage cutting edge project execution strategies and reporting to keep Quanta's craft labor constructing. This individual operates as a trusted partner to the utilities and clients within their portfolio, developing deep familiarity with local regulatory environments, landowner dynamics, and project requirements. The Manager translates the Director's strategic direction into actionable field execution, while surfacing ground-level insights back to PMO leadership. The role is critical to ensuring that land rights activities are completed safely, compliantly, on schedule, and in a manner that reflects the highest standard of landowner and stakeholder relations. What You'll Do Regional Leadership & Client Relationship Management — serve as the primary Land point of accountability for major utility clients within an assigned geographic region, building deep familiarity with each client's organizational structure, acquisition preferences, and reporting requirements Acquisition Strategy Development & Implementation — design and lead the end-to-end acquisition strategy for each project, including pursuit document preparation, staffing framework, and oversight of OpUs and third-party agents performing landowner engagement and field acquisition work OpU & Teaming Partner Oversight — oversee land rights scope execution from OpUs and teaming partners across the regional portfolio, including scope management, schedule milestones, change management, and cost management Staffing, Workload Planning & Team Leadership — manage staffing and workload distribution across the regional team, serving as escalation point and mentor for project-level staff Quality Oversight & Compliance — ensure land rights deliverables meet contractual, regulatory, and QISG quality standards across all active projects in the region Project Controls Integration & Reporting — embed land rights acquisition milestones into integrated project schedules and report portfolio status to the Director, PMO Estimating, Risk Management & Proposal Support — work with the PMO Director to develop estimates, risk registers, and proposal content for project pursuits Dispute Resolution & Operational Liaison — serve as primary liaison and dispute resolution authority between construction OpUs, vendors, and teaming partners, mediating scope conflicts and field-level issues to protect schedule and budget integrity Regional Leadership & Client Relationship Management Serve as the primary point of accountability for major utility clients within an assigned geographic region, developing an expert working knowledge of local regulatory environments, permitting frameworks, and landowner dynamics Represent QISG in client-facing meetings, progress reviews, and stakeholder forums; serve as the senior escalation point for project-level issues requiring Director-level engagement. Participate in Regional Lead group meetings to align on cross-portfolio priorities, share best practices, and surface trends affecting the broader land and environment program. Acquisition Strategy Development & Implementation Design and lead the end-to-end land rights acquisition strategy for each project, defining the approach, timeline, resource model, and vendor framework required to deliver land rights, permits-to-enter (PTEs), licenses, and other land access instruments on schedule and within budget. Develop the project-specific staffing framework for each acquisition program, determining the mix of OpU and third-party agents, title firms, appraisers, and support vendors; establish clear protocols governing landowner engagement, offer authority thresholds, escalation procedures, and documentation requirements — and hold all parties accountable to those standards. Monitor acquisition progress across all active teams, identifying bottlenecks, performance gaps, or strategy adjustments needed to maintain delivery schedules, and make real-time course corrections to keep projects on track. OpU & Teaming Partner Oversight Oversee land rights scope execution from OpUs and teaming partners, managing scope, schedule milestones, change management, and cost accountability Establish clear expectations for deliverables, reporting cadence, and landowner interaction protocols; take corrective action when performance gaps emerge and work with the Director to assess partner performance and identify improvement opportunities. Staffing, Workload Planning & Team Leadership Manage staffing levels and workload distribution across the regional land rights team, proactively identifying resource gaps and working with the Director to address capacity needs; translate strategic direction into actionable field guidance while surfacing ground-level insights to PMO leadership. Quality Oversight & Compliance Ensure all land rights deliverables — including easement documents, title reports, acquisition trackers, and correspondence — meet QISG quality standards, client specifications, and applicable regulatory requirements; enforce consistent use of QISG-approved templates and tools across all project teams, OpUs, and vendors. Coordinate with QISG's environmental and permitting teams to ensure land rights activities align with environmental compliance obligations and agency conditions; identify and elevate land rights risks affecting schedule, budget, or client commitments with recommended mitigation plans. Project Controls Integration & Reporting Collaborate with QISG's project controls team to embed land rights acquisition milestones into integrated project schedules, ensuring land access is sequenced to support construction readiness; prepare and present regular portfolio-level status reports covering parcel progress, budget tracking, risk items, and forecast to complete. Ensure timely and accurate submission of project-level acquisition reports from agents and staff; support the Director in developing program-level metrics and dashboards that provide leadership and clients with visibility into regional land rights performance. Estimating, Risk Management & Proposal Support Work with the PMO Director to develop project estimates for land rights acquisition scope, including staffing models, vendor cost frameworks, and schedule assumptions reflecting regional market conditions and project complexity. Contribute to risk registers for active and prospective projects; support proposal development by providing regional expertise on acquisition approach, staffing strategy, schedule, and cost inputs that strengthen QISG's competitive positioning. Dispute Resolution & Operational Liaison Serve as the primary liaison and dispute resolution authority between Quanta construction OpUs, vendors, subcontractors, and teaming partners on land rights matters; mediate scope conflicts, operational disputes, and field-level issues to maintain project continuity and protect schedule and budget integrity. Partner with construction leadership, project management, and legal as needed to resolve contractual ambiguities and performance disagreements before they elevate; track recurring dispute patterns and recommend process or contractual changes to reduce repeat occurrences.
