Resident Services Specialist

The Dakota County Community Development Agency (CDA) is seeking a Resident Services Specialist to support property operations and resident engagement. This role manages resident communications, assists with leasing and move‑ins, handles compliance and accommodation requests, coordinates inspections and maintenance, and assists with community programs. The ideal candidate is organized, detail‑oriented, tech‑savvy, and professional, representing the CDA positively while building strong relationships with residents, vendors, and staff. Data entry in property management software and spreadsheets. Evaluate requests for reasonable accommodation; send and track medical certification-of-need forms; document follow‑up attempts; and prepare complete case files for the Resident Services Manager's final review and determination. Manage annual animal updates by issuing lease addendums and verifying that all required documentation is complete, accurate, and current. Serves as the primary point of contact for all VAWA claims, gathering and documenting initial information; issues VAWA claim letters and tracks deadlines, conducting follow‑up outreach as due dates approach; collects and organizes all submitted documentation; and provides completed VAWA claim files to the Resident Service Manager for final review and determination. Assist with managing utility deactivation process, ensuring that utilities are placed back in resident's name by communicating with utility companies. Monitor and review surveillance footage at the manager's request to identify and document resident non‑compliance or property-related issues. Leasing and Resident Relations Assist in conducting unit showings, including coordinating appointments, and communicating key leasing details to prospective residents. Communicating with property manager visible deficiencies. Support the move‑in orientation process for Senior and Workforce Housing by organizing presentation materials, coordinating logistics, assisting staff in presenting key community policies and resources, and ensuring all lease paperwork is explained, understood, and signed by new residents. Assist with Yardi initiatives under the direction of the Resident Services Manager, maintaining resident and property records, performing data entry, generating reports, and supporting efficient system operations. Serve as a liaison for portfolio‑wide Social Committee activities, facilitating communication and coordination across properties. Assist in coordinating community outreach efforts for Senior and Workforce Housing properties, helping to engage residents and promote programs and services, such as the Summer Library Program, flu shot clinics, and other community events. Coordinate maintenance and inspection activities for CDA properties. Assist with property housekeeping inspections by conducting walk‑throughs, documenting cleanliness and maintenance issues, and reporting findings to management for follow‑up. Assist in conducting monthly property inspections to ensure cleanliness, safety, and adherence to property standards, documenting observations, and communicating issues to the management team for corrective action. Input and coordinate all annual housekeeping inspections in Yardi, including setting up inspection appointments, preparing relevant documentation, and ensuring accurate tracking of results in the system. Act as a positive representative of the CDA Promote a positive image of the CDA to clients. Develop and maintain a good working relationship with CDA employees, vendors and contractors working with the CDA. Answer calls and emails within 24 hours. Handle calls or meetings with irate parties in a professional manner to diffuse the issue/conflict. Abide by all Board approved policies, policies prohibiting discrimination and harassment, executive communications, administrative procedures, and safety procedures established by the CDA. Attend bi‑monthly staff meetings. Complete required property management certifications. Other duties as assigned. MINIMUM QUALIFICATIONS A combination of related education and/or experience to total two (2) years. A valid driver's license. Knowledge of: Federal regulations, affordable housing, i.e. Low Rent Public Housing and Section 42 Tax Credit Housing. Minnesota Landlord/Tenant Statutes. Public Relations, marketing, and leasing. Knowledge of Yardi software. Knowledge of Microsoft 365. Ability to: Work with diverse groups of individuals and/or with communication barriers. Coordinate details, organize workload and meet deadlines. Process and maintain large volumes of detailed information. Respect privacy and confidentiality of clients. Work independently, and initiate and complete work projects. Communicate effectively verbally and in writing to groups and individuals. ESSENTIAL PHYSICAL REQUIREMENTS Ability to sit/stand a large portion of the day at a desk or workstation. Ability to read, type, write, and handle small objects or tools. Ability to speak clearly and listen attentively during meetings, phone calls, and other interactions. Walking and standing is required, such as moving between different office buildings or attending meetings. Occasionally lifting and carrying light objects, such as files, documents, or office supplies. Occasionally reaching above shoulder height or bending to access files, equipment, or supplies.
