Procurement Manager

Job Title

The purpose of this position is to provide highly responsible technical and management work in directing and administering the County's centralized purchasing and contracts program.

Essential Duties and Responsibilities

Supervisory responsibilities include assigning work to other employees, providing hiring recommendations, scheduling work hours, evaluating employee performance, handling grievances, and making final decisions on employee training and time off.

Essential duties and responsibilities include administering the county's procurement program, ensuring compliance with laws and policies, managing competitive procurement processes, developing and negotiating contracts, providing procurement leadership, leading strategic sourcing initiatives, coordinating procurement communications, monitoring procurement program performance, ensuring compliance with federal grant procurement requirements, providing training to county personnel, preparing and reporting on lease agreements, and performing other duties as assigned.

Minimum Education/Directly Related Experience Required

Bachelor's degree in accounting, public or business administration, or a related field; or equivalent combination of education, training, and experience. Five years of significant experience in public government procurement; or any equivalent combination of experience, training, and education. Accreditation as a Certified Purchasing Manager (CPM), and/or Certified Public Procurement Officer (CPPO), or Certified Public Procurement Buyer (CPPB) is preferred. Must possess and maintain a valid driver's license.

Knowledge required includes extensive knowledge of governmental practices, purchasing and contracting, local, state, and federal government laws, regulations, statutes, and ordinances. Skills required include active listening, managing workload, communicating diplomatically, customer service, problem recognition, problem solving, time management, typing, and data entry. Abilities required include reading and writing at a professional level, expressing oneself orally, recognizing problems, making sense of multiple information, understanding and analyzing accounting and purchasing information, performing clerical purchasing functions, ensuring compliance with purchasing regulations, maintaining purchasing documentation, and following oral/written instructions.

Physical demands include sitting to complete reports, operating computers, attending to other duties, lifting under 10 lbs. of work-related materials or equipment, rarely lifting up to 25 lbs., and requiring dexterity for keyboard operation. Work environment includes performing work in an office environment, sitting for extended periods, working under stress of deadlines, and occasionally standing to present. Safety risk exposure includes occasional exposure to telephone or in-person verbal abuse by customers, general public, or individuals with high level of emotional distress. Protective gear and safety manuals require following written safety procedures and manuals relevant to the division or department. Consequences of error include unfavorable public perceptions and legal ramifications.
